Job Description

ICAP at Columbia University seeks a collaborative, innovative, and forward-thinking leader to serve as the next Chief Operating Officer.

ICAP is a school-wide center within the Mailman School, one of the oldest schools of public health in the United States and one of four professional colleges/schools housed within the Columbia University Irving Medical Center (CUIMC). Since 2003, ICAP has delivered transformative solutions to strengthen health systems in the United States and in over 30 countries. ICAP is a leader in global public health, internationally known for tackling some of the world’s toughest health challenges—from HIV to tuberculosis, malaria and maternal and child health, and non-communicable diseases, and most recently, the COVID-19 pandemic. Through innovative research, collaborative technical assistance, and a focus on strengthening health systems, ICAP helps to create better, more accessible, health services to reduce the burden of illness on people and communities.

Currently, ICAP is managing over 100 sponsored projects focused on technical assistance, training, impact measurement, and research implemented by a diverse workforce of over 2,000 staff. To implement this robust portfolio of work, ICAP operates two NIH-funded clinical research sites in New York City (Bronx and Harlem) and 26 country offices in sub-Saharan Africa, Central and Southeast Asia, Central America and the Caribbean. ICAP’s sponsored project portfolio includes funding from the US Government (CDC, HRSA, USAID, NIH), foundations, multilaterals and the private sector. ICAP’s average annual operating revenue is $225M.

Reporting directly to the Director and the Executive Vice Dean of Finance and Administration of the Mailman School of Public Health, the Chief Operating Officer (“COO”) is directly responsible for the overall operations of the organization, and supervises a number of senior managers, including day-to-day management of Country Directors. The COO is expected to cultivate and maintain productive relationships with key offices and leaders from the Mailman School, CUIMC and Columbia University to optimize ICAP’s operations and to ensure the organization’s adherence to University systems and policies. The successful candidate will have a minimum of 15-years of experience in senior management operations roles within academic, non-governmental or governmental organizations; will have experience in the design, management, implementation and administration of domestic and international health projects and will have working knowledge of the global health funding landscape and regulatory issues associated with U.S. Government health assistance programs. An advanced degree in a related field is strongly preferred.
