For an up-coming tender, GITEC is looking for qualified Dryland & Rangeland Management Expert (f/m) with specialisation in dryland and rangeland management, irrigation, watershed management and soil & water conservation, livelihood development of pastoral societies and rural development.

The project, funded by German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW Development Bank, aims to enhance the drought resilience of pastoral and agro-pastoral livelihoods in the Afar region, and to help local communities manage their natural resources under conditions of a changing climate through conserving and sustainably using water, soil and rangeland resources, and developing new and additional sources for food and income.

The project consists of two main components with contribution to food security and increase the meat and dairy production:

• Rehabilitation of existing irrigation schemes and extension of irrigated land by making wise use of both permanently and temporarily available water resources
• Rehabilitation of rangeland by applying large-scale soil treatment and soil conservation techniques, and by improved rangeland management

The chief technical advisor (CTA) will work on a full time basis throughout the assignment. The CTA will be based in the Afar region (Semera) with frequent travels to Addis Ababa.

• Overall project management
• Support of the Ministry of Agriculture in project implementation and management
• Provision of advice on technical aspects of project implementation
• Procurement of works, goods and consulting services according to agreed procedures
• Preparation of ToRs and conduction of tenders
• Supervision of contracts for works and services
• Financial management of the project (management of 2 disposition funds)
• Coordination of M&E activities
• Reporting

Postgraduate university degree in agro-economy or related discipline (natural resource management in a wider sense)

• At least 10 years of practical professional experience in the sector (own practical experience in the sector preferably through long-term assignments)
• Good understanding and proven track record in areas such as integrated rural development, land-use planning, participatory approaches, community development, natural resource management, land use techniques, etc.
• Work experience preferably in African countries with similar socio-economic conditions
• Previous work in African dry-land ecosystems and/or with pastoral communities would be a strong asset
• Experience as team leader preferably in long-term assignments
• Strong background in management and financial administration of development projects
• Professional experience with donor-funded projects
• Specific knowledge of German Financial Cooperation (management procedures, reporting, etc.) would be a strong asset
• Proficiency in the English language is a requirement

The project is scheduled to start in the second half of 2016 and will run for 3 years and 3 months (39 months).

The duration of your assignment in this role is set for 30 person months over the entire project period; the exact assignment times are subject to project needs.
