STATEMENT OF DUTIES TO BE PERFORMED
A. Program Planning, Management and Implementation
Develop and manage a mission-wide program for achieving measurable results under USAID’s Country Development and Cooperation Strategy objective(s) related to USAID’s Democracy, Rights and Governance Office. This includes, but is not limited to, the following:
• Design and manage activities intended to achieve USAID objectives in the area of civil society, media, and digital rights.
• Participate in the procurement of necessary services for implementing USAID’s civil society, media and digital rights support programs.
• Provide technical oversight and activity management to implementing organizations in the civil society and media program.
The incumbent is COR/AOR for the office’s cooperative agreements, grants, and contracts under civil society and media programs/projects/activities, provides appropriate technical directions and guidance and works in close collaboration with the CO/AO, and RLO. S/he participates with Implementing Partners in the development of work plans for implementation of activities, activity monitoring plan, branding strategy and marking plans. The incumbent works closely with other USAID technical offices to integrate participation, inclusion, and country ownership throughout USAID’s portfolio, including in working on education, health, and economic growth for more responsive civil society and digital democracy activities.
B. Maintain strong networks with CSOs and media
• Build on and maintain existing working relationships between USAID and Zambian civil society and media organizations.
• Support USAID’s achievement of civil society and media development objectives through assistance to management of relationships with government and stakeholders, and through results and performance reporting as required.
• Represent USAID in civil society, digital development, media, gender technical working groups with government, civil society, private sector, and other cooperating partners.
C. Monitoring Evaluation and Learning
• Formulate a monitoring, evaluation and learning mechanism for effective management and performance of civil society activities in line with USAID’s Program Cycle.
• Monitor these specific civil society and media activities in line with the Performance Management Plan (PMP).
• Contribute to attainment of and reporting on results related to civil society and media at the project level.
D. Socio-political analysis
• Support the Team Leader to identify, analyze, and report on events pertaining to the political, economic, and social changes in the country as they affect USAID’s strategic objectives in Zambia.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education: A minimum of a Master’s degree in Development Studies, International Development, Political Science, Public Administration, Journalism, ICT or other relevant degree.
2. Prior Relevant Work Experience: A minimum of five years of work experience in civil society, media, digital rights or other related field.
