Climate Change- Rural Road Infrastructure Specialist -

Overall Objective: The Climate Change Specialist will be part of a Technical Advisory team who will conduct assessments for the preparation of the Rural Connectivity Program (RCP) in Bangladesh. The assessments will include (i) program technical assessments covering program soundness, expenditure and financing, and results and links with disbursements; (ii) program system assessments including the monitoring and evaluation systems, the fiduciary systems, and other institutional and system aspects; and (iii) economic and financial analysis, and environmental and social safeguard assessments.

Qualifications: The ideal candidate shall have the following minimum qualifications:

  1. At least 15 years work experience in climate assessment and in designing climate-resilient infrastructure projects (particularly rural road infrastructure);
  2. Post graduate degree in a relevant area;
  3. International experience - multiple countries;

Tasks: The Climate Change Specialist will be responsible for:

  • Conducting climate change impact, vulnerability and adaption assessments as they relate to rural roads/infrastructure;
  • Identifying all potential adaptation solutions, including soft and hard measures; and
  • Incorporating selected adaptation priorities into the project design, including institutional arrangements and budget.

Time Commitment: 6 person months.

Expected Duration of Project: 15 months.
