Job Description

Oxford Policy Management (OPM) seeks key personnel for the anticipated USAID Pacific Islands Climate Finance Facility Activity. The activity aims at mobilizing climate finance and improving climate finance management in the 12 countries of the Pacific Islands where USAID works (i.e., the Federated States of Micronesia [FSM], Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands [RMI], Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu).

Positions

We are recruiting for five (5) specialists in climate finance and private sector engagement. These personnel will be responsible for liaising local and national governments, and other key stakeholders, and oversee technical and operational functions to achieve the project’s goals.

Responsibilities

  • Work closely with governments to assess climate finance gaps, funding sources, conduct vulnerability assessments and prioritize from a longlist of potential sectoral mitigation and adaptation ideas.
  • Build the capacity of government to engage with climate funds
  • Map sources of international and domestic climate funds and assist government in in coordinating and mobilizing various sources of climate finance.
  • Support government with accreditation
  • Technical inputs into various concept notes and funding proposals specifically to align them with multi donor fund criteria.
  • Conduct workshops to identify needs and prioritize projects for funding.
  • Coordinate with government and multi donor funds for project approvals.
  • Contribute to the drafting of reports, concept notes, workplans and other project documents

Essential requirements

  • Postgraduate degree, Master’s degree or PhD preferably, in the field of finance, economics, climate science or public policy
  • At least 7 years of professional experience working on climate finance, specifically an understanding of access modalities of climate finance, public financial management, project approvals and implementation and building government capacity
  • Experience working with governments to access funds from the Green Climate Fund and Adaptation Fund and Global Environment Facility, especially project preparation and approval systems
  • Experience with accreditation support to Direct Access Entities (DAEs), specifically support to align their internal operations and projects with fiduciary requirements and environmental and social safeguards.
  • Experience mobilizing private climate finance, and working with the private sector in project preparation; experience with unblocking regulatory and policy hurdles to increasing private investment in green growth and resilience
  • Ability to maintain working relationships with all project stakeholders
  • Strong oral and written communication and interpersonal skills.
  • Experience on USAID or other donor-funded projects
  • Experience working in the Pacific Islands. Candidates from these countries are encouraged to apply.
