Collaborating Learning and Adaptation (CLA) Specialist Consultant, USAID/Burma Monitoring, Evaluation, Learning (MEL) Support Activity

Purpose of Activity

The purpose of this activity is to strengthen the USAID/Burma Mission’s systems and build capacity for improved monitoring and evaluation, collaboration, learning, adaptation, and analysis. It is anticipated that this MEL support activity will benefit USAID/Burma at large with primary support to the mission’s Democracy, Governance and Humanitarian Assistance, Economic Growth, Public Health, Program Development (PDO) Offices.

Summary of Position

SI seeks a CLA Consultant to support the USAID/Burma MEL Support Activity by supporting the Mission to develop and implement the CLA plan. The estimated period of performance is 12 months with two option years for a total of three years, with work done remotely and with travel to Burma when security permits.

Responsibilities:

  • Organize the CDCS mid-course stocktaking, partner meetings, and portfolio reviews to promote collaboration, learning, and adaptive management of Mission activities.
  • Analyze the USAID/Burma M&E and CLA system (i.e., strengths, weaknesses, opportunities, and threats) and develop recommendations and action plans to improve the system further based on findings.
  • Build the capacity of USAID staff and stakeholders’ M&E knowledge, learning, overall performance management capabilities, and skills
  • Organize and facilitate two CLA events per year with USAID staff and partners to support programmatic adjustments.

Qualifications:

  • Minimum of five to seven years of experience in collaboration, learning, and adaptation of international and community development projects.
  • Prior experience with USAID or USAID-funded projects preferred.
  • Prior experience in Asia and/or Southeast Asia is required, and experience in Burma is highly desired.
  • A bachelor’s degree in a field related to organizational learning or development assistance such as public, business, or development administration; KM; political science; or development studies
  • Experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.
  • Demonstrated experience facilitating regular pause-and-reflects, donor coordination/collaboration type meetings/events.
  • Excellent written and oral English language skills.
