Project Description:

IDG is seeking an experienced CLA Specialist to lead CLA activities under the forthcoming USAID Laos MEL support platform project. This program is envisioned to evaluate and assess completed projects in Laos, and it is anticipated to be a single, country award with activities in Laos.

Position Description:

The CLA Specialist’s responsibility will be to provide support, leadership and technical expertise to the overall development and operationalization of the Mission’s planned CLA strategy which includes integration with the knowledge management activity and M&E findings related to the operational environment, monitoring, and evaluation. The position will support the COP in completing the CLA–related tasks with the scope of work for the MEL platform, including collaboration, communication, and knowledge management. CLA Specialist will supervise mid and junior level staff on the project team.

This CLA Specialist must oversee and participate in collaborating, learning, and adapting throughout the contract’s life. The CLA Specialist will also serve as a technical expert for trainings, organizational development, and knowledge management activities. They must also coordinate with USAID stakeholders to identify and address areas of learning within the relevant technical field(s). This involves facilitating conversations with Mission representatives and other key stakeholders to identify gaps in knowledge management across program implementation. The learnings from these conversations and other related assessments should inform a CLA plan for the Mission.

This position will be based in Laos. Short in-country travel may be required.

Qualifications:

  • Master’s Degree in a relevant field such as international development, project management, statistics, or economics.
  • Minimum of 8 years of progressively more responsible experience in leading the CLA strategies of donor development projects.
  • Experience providing CLA support to USAID-funded projects strongly preferred.
  • Demonstrated expertise in facilitation and training in both large, formal settings and strong interpersonal skills for coaching and mentoring in informal settings.
  • Experience in organizational development is a plus.
  • Experience in data collection, communication of findings to various audiences, and knowledge management.
  • Previous substantive experience working on an evaluation or learning team.
  • Familiarity with required USAID MEL policies and procedures, USAID CLA guidance and tools.
  • Strong interpersonal and oral communication and presentation skills.
  • Professional proficiency in spoken and written English.
  • Knowledge of local language is desirable
  • Preference given to local candidates.
