As a Computer Scientist, you will be responsible for serving as the USAID/M/CIO/IPM/EM Technology Specialist/Generalist, working on initiatives set by the strategic road map, priorities based on business needs, and work activities of the Applications or Infrastructure program; and provide vendor team oversight on application new innovation projects and engineering assets.

This position is located in the Bureau for Management, Chief Information Officer (M/CIO), Information Processing Management (IPM), Engineering Management Branch (EM), Crystal City, VA 22202.

DUTIES:

As a Computer Scientist, you will:

  • Provide leadership and technical direction to contractor personnel to enhance technical innovations and operations.
  • Ensure that applicable policies are applied to technical solutions, procedures are followed, and that risks are managed.
  • Incorporate new tools and systems for efficiencies.
  • Oversee the development of technical documentation and implementation of technology solutions.
  • Lead or manage relationships with other governance functions (Privacy, Security, quality control, PMO, etc.).
  • Leverage internal and external relationships to identify and implement best practices for how information is identified, measured and managed.
QUALIFICATIONS REQUIRED:

Examples of qualifying specialized experience at the next lower level for this position includes: the application of advanced IT principals, including concepts, methods, standards, software development(Agile) and practices to the development of advanced information technologies in support of delivery and information interoperability; providing leadership and guidance for the use and implementation of new technologies; and experience in understanding functional and executing non-functional requirements.



GS-14 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: the application of advanced IT principals, including concepts, methods, standards, software development(Agile) and practices to the development of advanced information technologies in support of delivery and information interoperability; providing leadership and guidance for the use and implementation of new technologies; and experience in understanding functional and executing non-functional requirements.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Must have completed a full 4-year course of study that meets all the requirements for a bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus, with all courses completed in an accredited or pre-accredited institutions.
