Functional responsibilities
The Conflict Analyst will work under the supervision of the Fund Director. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS Thailand Multi-Country Office. The incumbent will collaborate closely and engage actively with other UNOPS team members for assisting in programme activities.
The Conflict Analyst will have the following functional responsibilities:
- Political and Conflict Analysis
- Stakeholder Engagement
- Analytical Programme Support
1. Political and Conflict Analysis: - Collection of primary data to monitor developments in relevant political and armed conflict contexts on a daily basis, tracking dynamics and staying abreast of new developments;
- Provide contextual analysis and contribute to decision-making, political positioning related to relevant UNOPS programming being implemented;
- Provide flash updates on emerging issues and rapid translations of statements from stakeholders and news media;
- Monitor news sources including social media and systematically review context and situation updates and analyses, in multiple languages and provide synopsis or references for consideration by senior management;
- Contribute to the drafting of weekly, monthly, and ad hoc analytical context updates with team members;
- Carefully assess the quality, credibility, and relevance of all information before inclusion in analysis and reporting.
2. Stakeholder Engagement: - Establish and maintain working relationships with key stakeholders to gather insights and foster collaborative relationships with UNOPS;
- Support UNOPS senior leadership with stakeholder engagement as appropriate by providing data and relevant analysis;
- Provide analysis and guidance in relation to programme engagements with stakeholders.
3. Analytical Programme Support: - Participate as required in programme appraisals, studies and evaluations;
- Review implementing partners’ written project outputs where appropriate;
- Support mainstreaming gender, conflict sensitivity and risk management across operations.
Education/Experience/Language requirements
Education: - Master’s Degree in political science, peace and conflict studies, or other relevant social sciences discipline is required.
- A first-level university degree (e.g. Bachelor’s Degree) in combination with two (2) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
Experience: - A minimum of two (2) years of professional experience in an international institution, donor agency, NGO or INGO working on context analysis, public policy or political research, or regional peace and conflict monitoring is required.
- At least two (2) years of experience working in/on Myanmar is required.
- Sound understanding of regional conflict and political contexts and the associated stakeholder landscape is required.
- Proven capacity to write analytical, understandable and simple reports on political dynamics and carry out analytical desk reviews is required.
- Experience applying analysis to programming that is relevant to the nature and scope of UNOPS’ mandate is highly preferred.
- Direct experience with applying gender mainstreaming, conflict sensitivity/DNH, risk assessments/mitigation measures and gender inclusion into programme activities is highly desirable.
Language Requirements: - Fluency in English is required.
- Fluency in Burmese is highly desirable.
- Knowledge of Thai or any Myanmar minority ethnic languages is desirable.
