GENERAL STATEMENT OF PURPOSE OF THE CONTRACT
USAID/South Sudan is the Alternate Service Provider (ASP)/ICASS for all U.S. Embassy Juba personnel. Under the auspices of the ASP, and under the direction of the Supervisory Executive Officer (S/EXO), the Construction Project Manager (CPM) will provide technical direction and oversight on the construction/renovation of civil related activities on USAID’s Compounds in Juba, South Sudan. The CPM will oversee day-to-day construction-related activities to ensure robust technical oversight and management of designated construction activities on both the Residential Compound (RC) and Embassy Compound (EC) and other similar facilities that are valued at over $40 Million. The CPM will serve as the Contracting Officer’s Representative for this and other projects.
The Construction Project Manager must have experience in the design and construction of vertical and horizontal structures, water and waste disposal systems, internal and external electrical systems; renovation (both exterior and interior) of existing structures, walkways, roadways, security systems, access gates, safe havens, dining and recreational facilities, laundry, and maintenance facilities, and as such, is responsible for providing expert management, technical oversight and quality assurance for the projects as needed. Other more limited engagement may include project management of other projects including installation of life support infrastructure systems.
The CPM will be situated in the Executive Office and will report to the Construction Manager. Duties will include - but not be limited to - providing technical advice, overseeing project implementation and execution to completion, providing quality assurance support, attending interagency technical meetings and events, and authoring relevant reports. Recommendations provided by the C/CE will be made to the Construction Project Manager (CPM) in charge or the S/EXO with input from the relevant agencies’ leadership teams, as needed.
The incumbent will ensure all federal regulations, OBO, and USAID Management Bureau’s Overseas Management Division (M/OMD) policies and requirements are met through close coordination with staff in those offices and reviewing applicable policies. The incumbent serves as the Contracting Officer’s Representative (COR) under a letter of appointment. While a COR has reporting responsibilities to the cognizant Contracting Officer, the incumbent is assigned to the Executive Office and is subject to administrative supervision and direction of the Supervisory Executive Officer/Juba (S/EXO Juba) or his/her designee only.
STATEMENT OF DUTIES
Construction Site Management
a. Serve as the technical expert for the planning, management, coordination and integration of civil works programs in Juba, South Sudan. Prepare and/or examine layout and detail drawings using specific instructions, notes, or sketches as well as perform design review of construction drawings and specification for proposed projects.
b. Monitor construction/renovation work in progress and immediately report to the site supervisor any work (completed or in process) that fails to comply with the contract and/or with any applicable construction standards, reports immediately to the Contracting Officer and S/EXO any instance of apparent lack of adequate Contractor oversight (e.g. inadequate or unprofessional supervision of the workforce by the Contractor or a subcontractor).
c. Conduct and/or oversee tests pertaining to quality control and quality assurance as needed, review the results and determine acceptance or rejections.
d. Direct the timely completion of design and construction activities with full local responsibility for technical adequacy and accuracy of all professional engineering data; ensure timely preparation of design and specifications development for locally solicited and administered contracts; establish and monitor internal controls; and ensure uniform application of regulations, policies, directives, and professional practices. Receive preliminary plans and specification, as furnished that are related to proposed new construction. Studies drawings, specifications, and cost estimates and makes recommendations for anticipated mission changes.
Contractor’s Management
a. Perform and/or review pre-project planning duties, such as concept development, integration planning, and programming design. Ensure system integration, modification, redesign, troubleshooting, installation, operation and maintenance, and failure analysis for the electrical and other systems and equipment in Juba, South Sudan, working with others as needed and required.
b. Measure surveillance over, and direct the inspection of, contractor accomplishment of projects to insure maintenance of scheduled progress and compliance with standard specifications and safety requirements. Plans, organizes, and prioritizes work to support the progression of quality work in accordance with timely completion of the project/s.
c. Confers with the Contractor staff, maintaining an open line of communication and, in accordance with applicable contract and COR letter of appointment language, remains responsive to Contractor queries and requests as appropriate, and compiles and maintains contract data, maintaining appropriate contract files in accordance with applicable U.S. Government and Agency regulation and policy in accordance with applicable contract/s convenes and chairs periodic USAID/Contractor reviews of project progress.
Construction Reports and Documentation
a. Prepare detailed, comprehensive engineering reports to determine cause of failures, research trends, and patterns for civil works activities.
b. Reviews Contractor’s requests for deviation or changes to the contract or contract plans; reports, with appropriate recommendation, such requests to the Contracting Officer, reporting any perceived contractual shortcomings that, if left unchanged, would threaten the quality of the work, the safety of individuals or property or the timely completion of the project(s); makes appropriate recommendations for modification(s) to the contract(s).
c. Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of non-compliance immediately to the Contracting Officer and S/EXO.
Liaison with USAID, Interagency, Host Nation and Other relevant officials
a. Coordinate problem solutions with relevant U.S. Mission, host nation and Washington, DC stakeholders and participate in joint inspection of completed projects. Provide the sole technical engineering recommendations for approval and acceptance of all facility and public works projects.
b. Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of non-compliance immediately to the Contracting Officer and S/EXO.
Responsible for review, recommending approval/withhold of payments, and tracking vouchers and invoices from contractors and reconciling accounts with the Contracting Office and Office of Financial Management.
c. The CPM in his/her role as COR only, is responsible to the Contracting Officer in accordance with applicable letter(s) of appointment as COR, and in that capacity, maintains thorough familiarity with applicable contracts and, as appropriate, subcontracts, including all associated modifications.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
To be considered for the position, a candidate must meet the Minimum Qualifications. Applications will be pre-screened and only those that meet the Minimum Qualifications will be considered. These are the minimum qualifications necessary to be considered for the position:
a. Education: At a minimum of a university degree in Civil Engineering or Construction Management. A formal certification of construction management, including Project Management Professional (PMP) and/or a license in Professional Engineering (PE) in Civil engineering is highly desirable.
b. Prior Work Experience: A minimum of ten years of experience in the field of construction/construction management is required, with a strong background in design, engineering and construction of civil infrastructures. Prior experience overseas, especially in austere environments, and working on USG and USAID construction projects is highly desirable.
c. Languages: Excellent spoken and written English is required.
d. Knowledge: A demonstrated knowledge of U.S. design and construction standards, safety practices. A knowledge of U.S. Government regulations for overseas construction is highly desirable. The work requires that this knowledge be specific to, or related to, the logistical and security constraints prevalent in conflict areas and in remote parts of the world. Must have knowledge of international building and construction codes, local safety, and security rules.
e. Skills and Abilities: A demonstrated knowledge of construction management with focus on achieving results in a difficult overseas environment; the ability to independently organize, prioritize and follow through on all assignments and proficiency in standard operating and application software (Windows Microsoft Word, Excel, and Outlook); proficiency in Microsoft Project or a similar schedule and resource management program is highly desirable. Other skills such as jobrelated training courses (title & year), demonstrated job-related skills; for example, tools, machinery, job related certificates and licenses (current only), job related honors, awards, and special accomplishments, publications, memberships in professional or honor societies, leadership, activities, public speaking, and performance awards (give dates but do not send documents unless requested) are highly desirable.
f. Clearances: Ability to obtain and maintain USG Facility Access Certification and a Department of State medical clearance for South Sudan in a timely manner.
