REQUEST FOR EXPRESSION OF INTEREST

Ministry of Energy and Water Islamic Republic of Afghanistan Consultancy Services for Feasibility Study of Shatoot Storage Dam Project

The Islamic Republic of Afghanistan intends to utilize a part of the proceeds from its Development Budget to payment under the contract for Consultancy Services for Feasibility Study of Shatoot Storage Dam Project.

Afghanistan Reconstruction and Development Services, Procurement Unit (ARDS PU) acting on behalf of Ministry of Energy and Water (MEW) of the Islamic Republic of Afghanistan, now invites eligible consultants to indicate their interest for Consultancy Services for Consultancy for Feasibility Study of Shatoot Storage Dam Project (the “Project”).

The project area is situated on Maidan River in Tangi Saidan Valley approximately 9 km upstream on South West of Kabul City. Proposed benefits to be derived from the project include but are not limited to the following:

a. Supply irrigation water for about 10000 ha existing agricultural land b. Prevent flood damages and bank erosion downstream of Dam c. Supply Potable and industrial water needs for Kabul City A pre-feasibility study in 2005 for Kabul River Master Plan was carried out which brought out the salient feature about this projects .

These include: Location: 9 km South West of Kabul on Maidan River. Catchment Area: 1617 km sq. Mean Annual Flow: m/sec, 147 million cu m Full Supply level: 1950 masl Live Storage: 120 mill cu m Area at full supply level: 200 ha agricultural land and orchard and 7 villages will be submerged Type of Dam: Rock fill, height 60m concrete lined, crest length 195 m Bed Width: 80 m

The study shows that about 83 million cu m of water can be released for water supply purpose from this dam.

The Consultant shall perform the Project Feasibility Study in one stage, however, the consultant shall be expected to make an initial appraisal of technical and economic viability of the Project. The consultant will develop and investigate a series of alternative project configurations and progress into performing Project component optimizations. The consultant shall refine the physical characteristics of pertinent design parameters through a more detailed optimization process and shall be required to submit an early interim Project Definition Report.

For the Final Feasibility Report, the Consultant shall establish a recommended storage dam axis location, followed by thorough optimization of all associated major hydraulic and structural components of the proposed project, including identification and elaboration of related multipurpose aspects. The water for drinking purpose will be carried by pipeline from the dam to a treatment plant about 9 km downstream of dam to Kabul city by gravity. In conjunction with preparing assessments of agricultural production benefits, the consultant shall evaluate the Project’s potential water supply capability associated with making Project’s irrigation water releases. Alternative multipurpose project capabilities will be identified and subsequently developed for adequate costing. Fully developed project configuration shall include a Storage Dam, delivery pipeline, treatment plant and access, operation and maintenance road etc.

The consultants will be managed by Ministry of Energy and Water. MEW will provide most of the policy, management and frameworks required in the project.

Typical skills required , would include experience in similar assignments in developing and developed countries.

Interested consultants must provide information indicating that they are qualified to perform the services (Brochures, Description of similar assignments, experience in post conflict conditions, availability of appropriate skills among staff, references etc). Consultants may associate themselves to enhance their qualifications.

The Consultants will be selected in a accordance with Quality & Cost Based Selection Method and procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current edition).
