About the Proposal
The Australian Government, through the PNG-Australia Transport Sector Support Program, Phase 3 (TSSP3) implemented by DT Global, is supporting Papua New Guinea to achieve a more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.
The objective of this Request for Proposals (RFP) is to undertake a scoping study to upgrade the Buka Trunk Road in the Autonomous Region of Bougainville (Bougainville), Papua New Guinea. The result of the study will guide TSSP3 to understand key issues and cost estimates for the project as well as ensuring that women, persons with disabilities, and rural communities have equal access to infrastructure and services.
On behalf of the Australian Government, TSSP3 is calling for proposals from suitably qualified and experienced firms or organisations to undertake the Buka Trunk Road Scoping Study.

The deadline for tender submission is 2:00 pm (Port Moresby time) on 18 September 2025. TSSP3 will not accept submissions received after the deadline.
