Consultancy to Facilitate the Asia Strategy Revision Process

Purpose & Background

Oxfam Asia seeks a strategic rethink aligned with Oxfam 2030 Strategy, Horizon Two roadmap, and global trends. This consultancy will develop the 2026–2030 strategy for Oxfam in Asia and facilitate the Asia leadership Team (ALT) as well as the Asia Leadership Forum (ALF), ALT+ALF meeting in
Bangkok.

Objectives

• Develop a 5-year strategy with stakeholder engagement.
• Facilitate the ALT+ALF meeting (Oct 27–31, 2025) with agenda, objectives, and reporting deliverables.

Key Tasks

• Inception and context review
• Stakeholder consultations.
• Drafting, validation, and finalization of strategy.
• Work with session leads, conduct sessions and capture main findings
• Develop final meeting report, including key action points and takeaways

Deliverables

• ALT+ALF meeting agenda and report.
• Draft and final 2026-2030 strategy (max 12 pages).

Timeline

Oct 1 – Dec 31, 2025 (25 working days).

Consultant Requirements

Leadership, facilitation, writing, NGO experience, gender, and cultural sensitivity.
