With growing demand from various clients globally, we are looking to strengthen our team with Senior Consultants and Consultants in the Public Financial Management (PFM) Portfolio. The PFM portfolio has staff in Oxford and in OPM’s international offices and we are looking to expand.
Successful candidates will work on delivering high-quality public finance diagnostic work, long term PFM and institutional reforms and research. From our base in Oxford, UK we work on revenue, expenditure, value-for-money, budget transparency and accountability issues for a broad range of public, private and not-for-profit clients. We work in central agencies of revenue and finance at national and subnational levels and across sectors. With our strong track record of delivering meaningful results in over 25 countries, we adopt problem-driven and collaborative approaches to improve PFM systems, processes and capabilities for sustainable improvements.
We support the design, implementation and assessment of PFM reforms for international aid agencies, partner governments, foundations and not-for-profit institutions. We often work in collaboration with other portfolios in OPM (e.g. social protection, natural resources and energy, climate change, education, health, nutrition, WASH and M&E). Contribution to public debates, capacity-building of partner institutions and conference participation are all an important part of our work.

We have opportunities in the following areas:
1. We are looking for PFM consultants with prior technical work experience supporting public finance agencies in developing and emerging economies. Positions are available at entry level, mid-career and senior levels. Individuals’ core responsibilities will involve winning and undertaking technical consulting work on a range of issues including:
You will have a good understanding of and established networks with relevant actors and organisations in the PFM field (e.g. DFID, WB, EU, DFAT, GIZ). Experience of, or a demonstrated interest in, approaches to managing climate finance within the sphere of public financial management systems, would be an advantage.
Senior roles at OPM require strong programme management experience, good negotiation skills and sensitivity to the clients’ needs to foster the relations with clients. Our teams comprise of OPM staff and external consultants who may be individuals or partners. The ability to collaborate with international experts and partners is a key attribute of the job.
2. We are also looking for an experienced consultant with prior technical work experience supporting revenue authorities or national tax services. The individual’s core responsibilities will involve winning and undertaking technical consulting work on a range of issues including:

Applicants for mid and senior positions should be able to demonstrate relevant academic and professional qualifications and at least 5-8 years’ relevant work experience. Applicants for entry level positions must be able to demonstrate 2-3 years’ relevant work experience.
These positions are full-time and based in our office in Oxford, UK. Applicants should be willing to undertake work-related travel to Africa, Asia and other international locations.
