Contracts Manager
Position Description:
The Contracts Manager (CM) will manage and provide a full range of pre-award, post-award and corporate contract administration services that will enable contract obligations to federal stakeholders and compliance to all applicable regulatory laws (national and international), The CM will guide the company’s understanding and keep the company abreast of client rules and regulations in order to support compliance. This position will report to the Director of Corporate Services.
Key Responsibilities:
Contract Management
- Manages contract administration and compliance for all assigned projects.
- Works directly with the Contracts Advisor to research and document Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), and 2 CFR 200, and maintain documentation and files for reference. In addition, the CM will perform research and prepare written responses to resolve questions posed by internal stakeholders.
- Distributes contract-related information and ensures the maintenance of contract files for assigned projects.
- Assists with the analysis and interpretation of contracts and advises on the negotiation of contracts with donors when draft awards are received.
- Assists with the review of IDG’s contractual correspondence with external and internal stakeholders which includes clients/contracting officers, including salary and consultant rate approvals, budget revisions, project-specific procurement, subcontracts, and waivers;
- Participates in project “kick-off” meetings, including delivering detailed briefings to the project and accounting teams as related to administration of the contract following the award.
- Assists with the Identification of any contractual or regulatory issues in RFPs that may impact potential new business opportunity, review cost proposals and ensure organizational and regulatory compliance
- Participates in contract close-out efforts and escalates to the Contract Advisor as needed.
Subcontract Administration
- Drafts and negotiates subcontracts and modifications in consultation with the Contractor Advisor.
- Assists project teams in the preparation of subcontract solicitation documents and assists in management of the solicitation process as needed.
- Develops, negotiates, and modifies subcontracts, which includes conducting a risk analysis to determine any special conditions.
- Performs integrity checks for subcontract budgets for increase or decrease in scope of work and internal purpose and/or end of project pipeline budget.
- Educates subcontractors regarding donor regulations and monitors compliance related to the terms and conditions of the subcontract.
- Monitors regulatory mandated reports and disclosures from subcontractors.
Capture and Proposal Support
- Drafts and reviews teaming agreements with subs or primes.
- Drafts and reviews agreements for consultants engaged to support capture and proposals.
- Develop templates for capture/proposal consultant agreements.
Vendor Contract Administration
- Review and negotiate contracts with vendors as needed.
Employee Contract Administration
- Reviews and negotiates employee contracts as needed in consultation with the Contracts Advisor.
Consultant Agreement Administration
- Reviews and negotiates consultant agreements as needed in consultation with the Contract Advisor.
Cost Proposals
- Contributes to and reviews complex cost proposals to ensure that the bid is compliant with the solicitation and company’s policies.
- Supports pricing efforts for orders under client contract mechanisms, provides overall support to cost proposal development.
- Other duties as assigned.
Qualifications:
- Bachelor’s degree in one of the following or related fields: business and business administration, law, public administration, international business and law, or finance.
- Advanced degree or contract management certificate preferred or willingness to enroll in contract administration program/courses.
- 5-7 years of relevant experience in contract management and/or business proposal pricing preparation required, experience in USAID contracting preferred.
- Full range of contract administration experience including award negotiations, subcontractor management, procurement, performance auditing, etc.
- Knowledge of Federal Government Contract vehicles such as IDIQs, BPAs, CPFF, Time & Material, and GSA contracting vehicles.
- Knowledge and understanding of FAR, AIDAR, Federal Travel Regulations, etc.
- Proficient in Excel, MS Word, and other computer systems.
- Excellent oral and written communication skills.
- Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities, paying attention to detail under tight deadlines and heavy workloads.
