Job Description

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Senior Oversight & Compliance Adviser, Finance and Accountability, the Officer, Contracts Quality Assurance, reviews and tracks all aspects of partner agreements and commercial contracts to monitor adherence to contractual obligations, regulations, rules, policies and procedures to trengthen accountability across UNAIDS.

This includes working directly with Departments across the Secretariat, the Regional Support Teams and Country Offices to ensure implementation planning, monitoring the implementation of assurance activities, and contractual deliverables are received and documented correctly.

He / she has the following key responsibilities:

- Interact regularly with Managers across the Secretariat, regarding the overall management of agreements and contracts, including the preparation and monitoring of assurance activities, review of technical and financial reports, and clearance of final payments.
- Represent the Finance and Accountability Department in Programme Review Committees to ensure proposals conform to procurement policy and financial rules and regulations.
- Oversee and ensure appropriate internal controls and due diligence in processing of contracts and payments to safeguard UNAIDS resources.
- Provide regular reports related to contracting and contract administration activities, highlight compliance issues with the corporate regulations, rules, procedures and guidelines.
- Conduct regular quality control and methodological reviews of the contracts and agreements, ensuring policies are adhered to and deliverables received and documented correctly.
- Monitor financial transactions across the programme as part of efforts combining risk mitigation, fraud prevention, detection, investigation, and follow-up as required.
- Advise Departments, Regional Support Teams and UNAIDS Country Offices regarding overdue contracts/agreements, and facilitate appropriate follow up actions brokering solutions and promoting awareness of effective financial management.
- Coordinate with colleagues in the Finance and Budget, and Resource Mobilization to support the preparation of the UNAIDS reports to donors.
- Represent the Finance and Accountability Department in Programme Review Committee to ensure proposals conform to procurement policy and financial rules and regulations.
- Ensure proper implementation of QA corrections, in coordination with the Procurement and Travel Officer, and Risk and Internal Controls Officer.
- Conduct specific, targeted reviews assigned by the Procurement and travel Officer as requested.
- Develop guidance material and facilitate workshops/trainings with UNAIDS staff in which QA methods and points of attention are discussed.
- Monitor the data and contractual documents and deliverables for quality and consistency and report potential irregularities to the Director Finance and Accountability.
- Reviews internal and external oversight and audit recommendations related to contracting and support the implementation of appropriate actions.
- Supports Global Centre, Regional Office and Country Offices in the implementation of spot-checks and review of financial reporting of contractual partners.
- Perform other related duties as requested by the Director, DFA.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities. For internal candidates, a first university degree is accepted with a minimum of four years relevant experience.

Desirable: Specialization or a relevant professional qualification in accounting, financial control, audit or a related discipline.

Experience:
Essential: A minimum of 2 years of operations management experience, including in more than one of the following areas: procurement, travel and administrative rules and regulations, finance, logistics, and contract management.

Experience in accounting or budget, preferably with a minimum of 2 years experience in WHO accounts or budget related functions in order to have knowledge of WHO financial/budgetary, programme planning and administrative rules, regulations, procedures and practices.

Experience with Enterprise Resource Planning Systems.

Desirable: Relevant international organizations’ experience, preferably including the United Nations system.
Languages:
Essential: Proficiency in English and French.

Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
49,254 US dollars at single rate

Post Adjustment: 68.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
