Job Description

Division & Project Overview: The Contracts, Grants Administration, Cost and Pricing office is responsible for ensuring URC-CHS’s compliance with all aspects of the procurement processes, awarded Contracts, Cooperative Agreements and Grants’ administration of all applicable regulations and requirements as set forth by the US Government, International Donors, cooperating countries, partners, and grantees. The Office is also responsible for preparing cost proposals/applications in response to various solicitations. Responsibilities: The Cost and Pricing Specialist is responsible for preparing cost proposals/applications in response to various solicitations. This position reports to the Cost and Pricing Team Lead. Specific tasks include, but are not limited to, the following:
  • Develop cost proposals, in response to RFAs and RFPs, for USAID and other donor funded proposals.
  • Based on RFA and RFP analysis, calculate and advise on potential risk and return on new business proposals for the proposal team and senior management
  • Develop the pricing cost narrative for each cost proposal in accordance with solicitation requirements
  • Review complex subcontract budgets and prepare feedback as needed
  • Advise team leads and proposal team members on the impact of RFA and RFP requirements on costs and the cost proposal
  • Ensure that proposal pricing requirements in RFAs and RFPs are met
  • Apply pricing concepts, tools, and techniques using Excel to develop timely and appropriate cost/price worksheets to support proposal responses
  • Work as a member of the proposal team advising members of all issues regarding costs.
  • Provide additional information and or revisions of submitted information during the Best and Final Offer stage of a proposal and pre-and post award as needed.
Knowledge Skills and Experience
  • Demonstrated ability to apply and interpret USAID rules and regulations.
  • Knowledge of DfID, WHO, MCC, Global Fund, Gates Foundation and other donors’ regulation and funding requirements is desired.
  • Strong knowledge of the federal Acquisition Regulations and Cost Accounting Standards is required.
  • Strong knowledge of various contract types including firm fixed price, cost reimbursement, time & material, grants and cooperative agreements is required.
  • Excellent skills in analyzing government solicitations for compliance, and have expertise in dealing with non-routine and complex funding opportunities.
  • High level of Excel proficiency is required.
  • Strong writing skills and computer proficiency in MS Excel and MS Word, and a track record of being a team player with flexibility to adapt to changing work requirements are essential.
  • Excellent communication, analytical, and problem solving skills
  • Knowledge of Deltek System One, GCS Premier and/or Costpoint is desirable.
  • Ability to work well with multiple deadlines and under pressure
Requirements
  • Bachelor’s degree in Accounting, Finance, or Business Administration or similar or equivalent experience
  • Minimum five years related experience.
  • Minimum two years’ experience preparing cost proposals for USAID solicitations, five years preferred..
  • Experience developing cost proposals for a USAID prime implementer required
  • Experience developing cost proposals for bids over 10M required
  • Experience developing cost proposals for both USAID contracts and cooperative agreements required.
