Job Description

Chemonics seeks a country director, based in Jakarta, Indonesia, to support the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner country management of the health supply chain, and collaborates with key international stakeholders to support global health initiatives. In Indonesia, GHSC-PSM operates under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) task order to conduct HIV and tuberculosis supply chain strengthening activities that supports the country’s journey to self-reliance. The country director will oversee the project’s strategic direction in Indonesia, provide direct technical assistance, and manage staff and resources. This long-term position will require occasional local, regional, and international travel. Responsibilities include:

  • Provide overall strategic direction and leadership
  • Manage development of technical strategies and work plans
  • Monitor programmatic, financial, and administrative performance
  • Supervise the administration of standard project operating and financial procedures
  • Manage short- and long-term technical staff
  • Maintain effective communication with USAID, the Chemonics home office, and key public and private partners in Indonesia and other donors and cooperating agencies
  • Maintain strong, positive working relationships with clients and partners including local government
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other key stakeholders
  • Ensure use of appropriate management methodologies to plan, organize, and control resources to achieve goals
  • Develop, implement, and review appropriate staffing, technical assistance, and procurement plans that lead to effective implementation of the project’s strategy and work plan
  • Strategically identify capacity gaps and arrange for appropriate training of project staff
  • Manage office operations in adherence with policies and procedures in project management, including human resources management, procurement, finance, and administration
  • Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
  • Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
  • Assess risks quarterly and implement risk management/mitigation strategies for procurement and logistics services
  • Coordinate with relevant stakeholders to build the capacity and capability of national systems
  • Report project results to USAID, the Ministry of Health, other donors, and the home office; ensure timely submission of all deliverables
  • Maintain knowledge and understanding of all office rules and procedures set forth in the field-office policy manual and other Chemonics standard operating procedures

Qualifications:

  • Advanced degree in medicine, public health, supply chain, logistics, project management, or a related field and 10 years of relevant experience; or a bachelor’s degree and 15 years of relevant experience
  • Minimum 10 years of experience in public health program management, pharmaceuticals and medical supplies, or supply chain management systems
  • Minimum five years of experience leading development projects overseas; experience working with USAID required; PEPFAR experience strongly preferred
  • Demonstrated ability to manage and implement complex USAID public health projects in a developing country; experience working with GHSC-PSM preferred
  • Ability to create efficiencies and lead operational transformation in large complex public health programs, preferably with experience in medical procurement, logistics, or supply chain management
  •  Skilled in leading and managing high-performing teams; ability to build capacity of team members and local government counterparts
  • Proven ability to collaborate with host-country officials, donors, and other key stakeholders
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; proficiency in writing and speaking Bahasa Indonesia preferred
