Healthy Futures is a non-profit organisation based in the USA and run by the two Co-Executive Directors, Dr Keyur Doolabh (based in Australia) and Nils Voelker (Germany). The NGO aims to reduce the burden of mother-to-child transmission of syphilis in low and middle income countries. We aim to do so by supporting the roll-out of dual HIV/syphilis tests in antenatal clinics. Why do we focus on syphilis in antenatal care? Because it is very cost-effective. Testing and treating a pregnant woman only costs around AKz 1,800 ($2), and prevents outcomes such as stillbirths, neonatal deaths and lifelong disability.

Job overview

Healthy Futures Global is seeking a Country Lead for our technical assistance to the Ministry of Health. The selected candidate will first oversee the pilot, including potentially leading a small team of M&E surveyors, and then will provide technical assistance to various team members and stakeholders from the Ministry to roll-out antenatal HIV and syphilis care across the country.

You will be at the forefront of the Ministry of Health’s initiative to roll out dual rapid HIV/Syphilis test kits across the country. Your leadership in government relations, procurement planning, policy drafting and planning health worker training will contribute directly to this initiative’s success. Your role with us will make a lasting impact, helping shape a healthier future for countless pregnant Angolan women.

Responsibilities

Project management

  • Coordinate with the Ministry of Health with them as the leader of the pilot and the subsequent national program.
  • Coordinate the initial pilot in about 1-5 antenatal clinics, including overseeing health worker training, clinic operations, and data collection.
  • Develop and review technical assistance materials for the Ministry of Health, covering three areas: Supply, Policy, and Training.
  • Address and communicate any challenges or obstacles, implementing solutions promptly.
  • The nature of this role will vary with the context and requirements of the Ministry of Health, and hence requires flexibility of the candidate.

Monitoring and evaluation (pilot)

  • Occasionally conduct M&E visits to pilot clinics and collect both quantitative and qualitative data (e.g. interviews).
  • Transfer written data into digital format and share with supervisor.
  • Adhere to the project’s ethical guidelines and standards, ensuring confidentiality and compliance.

Travel and logistics

Healthy Futures will provide allowances for travels and accommodation to visit the selected sites, as well as a per diem for other expenses.

Qualifications

Required

  • A minimum of a bachelor’s degree in public health, Social or Behavioral Sciences, Program Management, Monitoring & Evaluation, or a closely related discipline is required.
  • Excellent communication, coordination, and problem-solving abilities - C1 English proficiency (no certificate required).
  • Fluent Portuguese.

Preferred

  • +2 years of experience in working in government or working with government teams, particularly in procurement, policy or health worker training.
  • +2 years of experience project and people management.
  • Familiarity with the antenatal care system and HIV/syphilis screening procedures.
  • Proficiency with spreadsheets (Excel or equivalent) for basic data analysis.

  • Expected hours: 20-40 hours per week
  • Location: Luanda, Angola
  • Duration: 6-month initial contract, with the aim to extend for up to several years
