Job Description

Chemonics International seeks a Logistics Advisor to support the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Tegucigalpa, Honduras. The purpose of the U.S. Agency for International Development’s (USAID) Global Health Supply Chain Program project—the Procurement and Supply Management Project (GHSC-PSM)—is to ensure the uninterrupted supply of health products in support of USG-funded public health initiatives around the world. The project provides direct support to supply chain management and logistics for vaccination against SARS-CoV-2 (COVID-19) in some countries in Central America, including Honduras. The requested support is focused on the key needs of the Government related to the strengthening of the systems of the national supply chain to obtain an effective response from the implementation of the vaccination process, so GHSC-PSM has identified the main technical areas for the period July 2022 – July 2023.

  • Compliance with cold chain logistics.
  • Capacity building and improvement in the performance of the storage and distribution of vaccines and biological products.
  • Strengthening the capacity and visibility of the logistics and inventory management information system.
  • Strategic planning for supply chain management and logistics in compliance with the national vaccination plan against COVID-19.

Job Description

The COVID-19 Logistics Advisor will support with technical knowledge in the cold chain management of biologics to conduct activities related to the main technical areas defined including: a rapid assessment of the capacity and conditions of cold chain management, storage and distribution, existing capacity calculations, processes for the registration and use of logistics information, inventories and temperature information at different stages of the supply chain of vaccines and complementary supplies.

Responsibilities include:

  • Attend (and coordinate if necessary) meetings and discussions with the Government of Honduras, Secretary of Health, and other strategic partners in the country related to the supply chain of vaccines and complementary supplies for COVID-19.
  • Conduct detailed review of existing regulatory documentation on storage, distribution, records and cold chain management, including current and future capacity calculations on existing investment plans and limitations.
  • Conduct interviews and visits in the country to obtain detailed information on the current logistical situation for vaccination against COVID-19.
  • Provide technical assistance for the process of strengthening the management of existing and future storage and distribution capacity, and logistical processes for the proper management of vaccines and complementary supplies against COVID-19, with recommendations for actions to be implemented in the short and medium term.
  • Support in technical decisions and discussions around strengthening the capacity and visibility of information systems, for logistics management, inventories and temperatures.
  • Hold meetings, engaging stakeholders, key users, and leaders to discuss key issues and how best to overcome them.
  • Develop the technical activities required according to the action plan, to ensure the results of the cold chain, storage and distribution of vaccination against COVID-19.
  • Facilitate the acquisition of products approved under the action plan.
  • Provide monthly results of the action plan and logistical indicators on vaccination against COVID-19.
  • Develop quarterly and annual reports documenting all logistical support provided during COVID-19 vaccination.

Skills and qualifications required:

  • A minimum of ten years of progressively responsible experience in the supply chain, preferably in the healthcare sector.
  • Bachelor’s degree (or equivalent) in supply chain, industrial processes, logistics or related field.
  • Preferred experience in providing technical assistance to USAID or external cooperation projects.
  • Proven experience in storage and distribution processes of cold chain products; preferably with pharmaceuticals and/ or vaccines.
  • Preferred experience in emergency supply chain management.
  • Experience in managing customer expectations and competitive priorities.
  • Excellent interpersonal, written and oral communication skills; proven diplomatic and public relations skills.
  • Proficiency in English and Spanish.
  • Availability to travel within the country, carry out field activities and provide remote technical assistance.
  • Demonstrated leadership, versatility, and integrity.

Supervision:

The Logistics Advisor will report directly to the GHSC-PSM Regional Manager based in Tegucigalpa, Honduras.
