Job Description

Summary

This position is part of the Credit Policy Division, Office of Financial and Portfolio Management (OFPM), U.S. International Development Finance Corporation. As a Credit Policy Officer, you will be responsible for assisting the Managing Director with managing the DFC-Defense Production Act (DPA) Loan Program’s Credit Policy program.

Responsibilities
  • Supports the development and administration of DFC-DPA Loan Program credit policies, procedures, and underwriting criteria.
  • Provides senior-level management advisory services in the form of quantitative and qualitative studies, policy review, program evaluation, unique projects, and authoritative advice related to the integration of DFC-DPA Loan Program’s overall mission.
  • Recommends improvements to existing credit policies and procedures for the administration of Direct Loan Programs
  • Designs and implements new and innovative approaches to credit policy issues; assesses new loans and products; presents and defends project credit assessments and proposals to top DFC officials and stakeholders.
  • Reviews credit underwriting of new financings and provides detailed credit assessments of complex new project and corporate financings.
  • Recommends modifications to such proposals to meet DFC-DPA and appropriate industry credit standards.
  • Promotes greater inter- and intra-departmental efficiency regarding credit policies and procedures, and provides input into subsidy calculations for the DFC-DPA Loan Program under the Credit Reform Act.
  • Provides reasonable transaction risk assessments, default and recovery rates and subsidy model construction.
  • Participates in the review of projects for compliance with credit policies and procedures and applicable underwriting standards.
  • Supports management in the development and administration of DFC-DPA Loan Program credit policies, procedures and underwriting criteria.
  • Assists in approving new Loan Disbursement Requests for the Corporation.

Travel Required

Qualifications
Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience: analyzing corporate loan applications and making recommendations for loan approval/disapproval; serving as a technical expert independently conducting in-depth analyses of new loan proposals to determine their financial, technical, economic, legal, marketing, and political feasibility, specifically in response to the negative global impact of COVID-19; reviewing corporate loan proposals to ensure compliance with credit risk requirements and standards for a lending institution; and developing and implementing credit metrics to assess the viability of proposed project and corporate finance projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
