Job Description
This Task Order is to support the Government of Timor-Leste’s (GOTL) Fiscal Reform Plan by improving the efficiency of international and cross border trade. The activity seeks to assist the GOTL to reduce trade costs through implementing international best-practice. This is expected to encourage investment, increase government revenues, and support Timor-Leste accession to the Association of Southeast Asian Nations (ASEAN) and the World Trade Organization (WTO). The activity should increase transparency, clarity, predictability, and certainty in the trade environment, allowing traders and producers to become more efficient.
Position Objective: Support approved CRP work plan (FY20) activities through: the development and implementation of key Standard Operating Procedures (SOPs); development and delivery of related training materials to the Customs Authority (CA), participating Other Government Agencies (OGAs), and other relevant stakeholders; delivery of extensive work place mentoring to CA and participating OGA officials.
Key Responsibilities:
- Assist CA and participating OGAs in the streamlining and integration of relevant regulatory requirements to ensure these operate efficiently and sequentially;
- Assist CA, participating OGAs and other key stakeholders, such as the United Nations Conference on Trade and Development (UNCTAD), in the development of relevant processes or mechanisms that facilitate the electronic collection of relevant fees or charges and single electronic processing of imports and exports;
- Provide embedded support to CA and participating OGAs, including delivery of day-to-day work place mentoring at key locations, including Dili Seaport, Dili Airport and other relevant customs controlled areas as necessary to ensure: timely processing of passengers and declarations (DAUs) in line with new integrated procedures; effective and efficient examination of goods; verification of supporting documentation; identification of errors/ infractions and accurate completion of records within ASYCUDA World; and compliance with other relevant approved SOPs;
- Develop and deliver training to the CA and participating OGAs in support of multiple CRP activities, including the implementation and application of the integrated clearance procedures;
- Develop and deliver workshops to the trading community and other relevant stakeholders to socialize import and export related activities and to promote integrated working;
- Assist CA and participating OGAs in identifying relevant regulatory requirements for inclusion within the risk management strategy;
- Support finalization and implementation of the Timor-Leste Trade Information Portal (TLTIP), through the collation of relevant materials for inclusion within the system, and delivery of relevant training and workplace mentoring of CA and participating OGA officials;
- Provide assistance to CA and Autoridade Portuáriu Timor-Leste (APORTIL) in the ongoing operation of the Port Stakeholders Committee and implementation and monitoring of associated committee decisions;
- Identify opportunities for the streamlining of additional operational activities, and draft revised or new procedures as required which maximize efficiency, reduce any unnecessary burden upon the trade, and ensure regulatory compliance by CA and participating OGAs;
- Develop and deliver workshops or similar to CA and other stakeholders in support of socializing and agreeing content of key SOPs drafted by the CRP;
- Where necessary, and as per the direction of the COP and DCOP, provide additional assistance to other key areas within CA, including: Risk Management; Compliance Directorate; Appeals and Legal Advice Unit and HR Directorate;
- Provide technical input and updates to all quarterly, annual and other required CRP reports and meetings; and
- Other technical and operational project needs per the directions of the COP and DCOP.
Key Qualifications:
- A Bachelor’s degree in a related field, Masters degree preferred.
- A minimum of 20 years of professional experience in Customs, especially in Operations, Customs procedures, anti-smuggling, and border control.
- A minimum of 8 years of international consulting experience in Trade Facilitation in least developed and developing countries in subject matter related to this posting.
- Demonstrated experience in developing and providing training on Customs policies, procedures, and operational topics to Customs Authorities around the world.
- Demonstrated experience in conducting assessments and studies on cross border activities and in designing/implementing capacity building plans based on the findings.
- Experience with WTO/WCO polices, procedures, and best practices
- Demonstrated experience and knowledge of ASYCUDA
- Experience in Timor-Leste or Micronesia/South Pacific is preferred.
- Due to the sensitive nature of the work, documentation that a high level security clearance was received previously by an international organization or an advanced customs authority is preferred
- Excellent communications skills and fluent English will be required. Portuguese or Tetum language skills are preferred.
