Location: Suva, Fiji, with international travel across the Pacific region and Timor-Leste

Program Background

Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific. Pacific Australia Skills seeks to maintain continuity and presence in operating countries, whilst at the same time, introduce a new approach and vision, with new partnerships, systems and delivery mechanisms.

Purpose of the Role

The Director of Operations is a member of the Pacific Australia Skills senior leadership team and contributes to the program’s strategic direction through operational excellence and continuous improvement. As part of the senior leadership team, the Director of Operations will play a leading role in risk management and driving collaboration across program teams, with a focus on technical oversight for finance, security, operations, safeguards, ICT and Human Resources. The Director of Operations has responsibility for overseeing regional and country operations teams, ensuring program operations are effectively and efficiently established, support programming needs and are responsive to DFAT and partner requests, while ensuring compliance with DFAT and DT Global policies.

Roles and Responsibilities

Team management and leadership

  • Provide effective leadership and management of the regional Operations team and support to country-level operations staff to ensure compliance with the Pacific Australia Skills head contract and alignment with the program’s strategic objectives.
  • Provide line management to the Operations team, including performance management, coaching, mentoring and professional development.
  • Create a positive and engaging environment for the Operations team, promoting a culture of learning and building a shared vision and overall team cohesion.
  • Foster a collaborative and proactive approach to working with the senior leadership team, country-level operations staff, DFAT, external stakeholders and personnel across the program, surveying and adjusting to consider changes in the operating environment.
  • Provide support to the Team Leader and senior leadership team to develop and maintain high-quality deliverables, including Country Plans, Annual Work Plans, Quarterly updates, Operations Manual, financial reporting and other deliverables as required.
  • Periodically act as Team Leader, when required, and perform other duties as assigned.

Operational policies and procedures

  • Lead and oversee the development of the program’s operational policies and procedures to ensure continuous improvement and alignment with DT Global and DFAT policies and best practice to support the implementation of the program.
  • Conduct regular review of operational policies and procedures to address any bottlenecks and/or increase efficiency.

About You

Selection Criteria

Essential Experience and Knowledge

  • Extensive experience working in a similar role, preferably in an international development context.
  • Tertiary qualifications in a relevant field.
  • Demonstrated strong organisational skills including planning, developing, implementing and maintaining operational and administrative systems.
  • Strong interpersonal skills, the ability to collaborate across teams, build team cohesion and the ability to cultivate and maintain productive working relationships in cross-cultural contexts.
  • Experience working in the Pacific.
  • Extensive experience in leading multi-disciplinary teams to achieve international development outcomes.
  • Strong leadership, high level strategic oversight, and project management capabilities, with large geographically diverse programs. Excellent interpersonal and communication skills, with experience in liaising with a range of partners, stakeholders and vendors.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
  • People with lived experience of the regions in which Pacific Australia Skills operates are strongly encouraged to apply.
  • Experience working with DFAT preferred.
