Job Description
Chemonics is seeking a D365 HCM/HRIS Support Manager. Under direction the designated D365 Design Director and coordinated with the HRD HRIS Director and HRIS Manager, the D365 HCM/ HRIS Manager leads and manages the technical/administrative tasks related to the HR workstream within the Chemonics ERP, including the integration between D365 and ADP, and supports planning for the overall hire to retire process and home office functionality including, the management of HR information management policies and ongoing system administration for active field office using D365. The D365 HCM/HRIS Manager will partner with the ERP team/D365 system administrators and GTI system administrative support teams and contribute to planning for implementation of the system in the home office and future D365 field office conversions and start-ups, as well as system administration and configuration for overall functionality for home office and field office. D365 HCM/HRIS Manager is mapped organizationally to the HR Division following completion of ERP roll-out activities and may supervise support analysts or HRIS associates as assigned. Responsibilities include:
- In close partnership with the HRD HRIS Director and HRIS Manager, serves as overall system administrator/manager for D365 HR system for the hire to retire process including but not limited to Chemonics’ ERP system, Microsoft Dynamics 365 (D365), for all Chemonics home and field office staff
- Oversees and manages the D365 system operation in collaboration with functional and technical staff (i.e., recruitment, staffing, benefits, payroll, performance management, labor relations, audit, finance, grants, IT, etc.)
- Serves as project manager for the planning and scheduling of ERP/D365 HR design-related activities, including continual improvement after go-live, and engagement of necessary stakeholders throughout the company, including meeting scheduling and note-taking
- Coordinates with GTID Data Analysts and System Admins for data migration of HR data housed in ADP to D365, or other systems, as needed
- Collaborates with HR and ERP staff to draft and/or review presentations and training related to D365 HCM functionality and HR processes
- Serves as a key liaison with external and internal parties to ensure seamless implementation of strategies, projects, system enhancements, testing, upgrades, updates, and expansion of D365 system
- Drives system process optimization through recommending process improvements, policy changes, customer service improvements and innovative solutions
- Trains, coaches, advises and provides technical assistance and resources to the human resource team, liaisons, managers and supervisors to assure improved performance and utilization of HRIS systems for increased proficiency and responsiveness in all service delivery areas
- Develops and implements standard operating procedures, protocols, etc. ensuring procedural integrity of HR data and standardization of HRMS/HRIS functions (i.e., maintaining HRMS system tables supporting HR and payroll components)
- Routinely engages in research, analysis, problem identification and resolution providing recommendations to leadership
- Directly supports a variety of related and recurring personnel processing actions related to HRIS processing and payroll functions, including field payroll in D365
- In coordination with the ERP Training team and/or In-Depth, reviews and/or provides presentations and training to home-office and/or field-office staff in HR-related policies and D365 functionality through one-on-one mentoring, remote training, small group training, corporate training programs, and information dissemination as needed
- Troubleshoots data or system issues associated with recruitment, onboarding, system setup, and access, and payroll administration in D365 in coordination with D365 and GTI system administrators and ERP functional support teams
- Assists in testing new functionality or regression testing HR functionality after system upgrades. Provides HR extracts for financial or audit purposes
- In coordination with HR staff, manages and audits the integrity of employment data for domestic and international (expatriate, third-country national, and local) employees to ensure compliance with internal policies and government regulations
- Participates in change management efforts as they relate to changes in the HR systems
- Supervises data analysts or associates, as required, and monitors quality and compliance with service level standards
- Participates in activities to build a strong knowledge culture by sharing best practices and important innovations through practice networks and knowledge management systems
- Performs other duties as assigned
Qualifications:
- Minimum of 5 years of relevant work experience. Preference for experience in HR system administration and ERP implementations with ADP and D365Finance and Operations, Talent and/or Microsoft AX solutions
- Bachelor’s degree or equivalent professional experience, preferably in human resources, information systems, or business analytics
- Exceptional communication skills, both orally and in writing, Ability to clearly articulate messages to a variety of audiences
- Ability to establish and maintain strong relationships and work collaboratively with and through others.
- Ability to influence others and move toward a common vision or objective
- Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries preferred
- Strong organizational skills and attention to detail
- Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contributions to end results
- Strong skills in MS excel and MS Office applications. Familiarity with SQL preferred
