The American Bar Association Rule of Law Initiative (ABA ROLI) was created in 1990 as a public service project of the ABA to promote the rule of law worldwide and has implemented legal reform programs in more than 100 countries. Together with partners such as judges, prosecutors, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and social organizations, ABA ROLI designs programs that respond to local needs and prioritize sustainable solutions to pressing rule of law challenges.
Job Summary
The American Bar Association Rule of Law Initiative (ABA ROLI) is recruiting a Data Engineer for our Technical Coordination work with the Colombian Attorney General’s Office (FGN). Our programs focus on Rule of Law initiatives that support institutional strengthening of the justice sector, human rights, respond to conflict and migration, and integrate inclusive and sustainable interventions. The Data Engineer will support the development of analytical information that will be used by AGO for our program in Cartagena focused on combating human trafficking.
Location: Bogota, Colombia
Responsibilities: The Consultant will coordinate, support and participate in the development of the human trafficking data model based on the deliverables below:
1. Digitization of files- Analyze and recommend the addition of metadata to the basic data and a document structure for the digitized file repository (FileNet), as well as develop a bulk upload script to the file repository.
2. Relationship analysis - Recommend and establish, together with the FGN, criteria to search for relationships in the digitized files, including aspects such as territory and time, with a focus on human trafficking cases in the northern corridor of Colombia.
3. Media and social network monitoring - Recommend and establish, together with the FGN, criteria for media and open network searches, including relationships in the information collected, such as territory and time, frequency and storage of searches.
4. Dashboard - Recommend and establish, together with the FGN, the basic functionalities that should exist in the dashboard (e.g. saving, printing of reports in pdf, printing of relationship chart in JPG, etc.).
5. Testing and Adjustments - Accompany the testing phase of the analytical product and address and collect end-user concerns.
6. Knowledge management - Carry out the final presentation of the documentation for each module, including the end user on how to interact with the analytical product.
Basic qualifications:
· Bachelor’s degree in Engineering, Mathematics, Statistics or related fields. The experience must be accredited with professional card and postgraduate diploma.
· Minimum (2) years of experience implementing, coordinating and leading different digital transformation solutions, with emphasis on BI/BA DWH, MDM, Data Governance. Expert in SAS ViYA and Python.
· Proficiency in Spanish.
Preferred qualifications:
· Professional in Systems Engineering, Electronic Engineering, Telematics Engineering, Mathematics, Statistics or similar according to the SNIES (National System of Higher Education Information), with their respective professional card.
· Specialization in database development, analytics or Big data or related according to SNIES.

Junto con socios como jueces, fiscales, abogados, colegios de abogados, facultades de derecho, administradores de tribunales, legislaturas, ministerios de justicia y organizaciones sociales, ABA ROLI diseña programas que responden a las necesidades locales y dan prioridad a soluciones sostenibles para los acuciantes retos del Estado de derecho.
Resumen del puesto
La American Bar Association Rule of Law Initiative (ABA ROLI) está reclutando un Ingeniero de Datos para nuestro trabajo de Coordinación Técnica con la fiscalía general de la Nación (FGN) de Colombia. Nuestros programas se centran en iniciativas de Estado de Derecho que apoyan el fortalecimiento institucional del sector de la justicia, los derechos humanos, responden al conflicto y la migración, e integran intervenciones inclusivas y sostenibles. El Ingeniero de Datos apoyará el desarrollo de información analítica que será utilizada por la AGO para nuestro programa en Cartagena enfocado en combatir la trata de personas.
Localización: Bogotá, Colombia
Responsabilidades: El Consultor coordinará, apoyará y participará en el desarrollo del modelo de datos sobre trata de seres humanos basado en los resultados que se indican a continuación:
1. Digitalización de archivos- Analizar y recomendar la adición de metadatos a los datos básicos y una estructura documental para el repositorio de archivos digitalizados (FileNet), así como desarrollar un script de carga masiva al repositorio de archivos.
2. Análisis de relaciones - Recomendar y establecer, junto con la FGN, los criterios para buscar relaciones en los archivos digitalizados, incluyendo aspectos como territorio y tiempo, con un enfoque en los casos de trata de personas en el corredor norte de Colombia.
3. Monitorización de medios y redes sociales - Recomendar y establecer, junto con la FGN, los criterios para las búsquedas en medios y redes abiertas, incluyendo relaciones en la información recogida, como territorio y tiempo, frecuencia y almacenamiento de las búsquedas.
4. Tablero de control - Recomendar y establecer, junto con la FGN, las funcionalidades básicas que deben existir en el tablero de control (por ejemplo, guardado, impresión, de informes en pdf, impresión de gráfico de relaciones en JPG, etc.).
5. Pruebas y ajustes - Acompañar la fase de prueba del producto analítico y abordar y recopilar las preocupaciones del usuario final.
6. Gestión del conocimiento - Llevar a cabo la presentación final de la documentación de cada módulo, incluyendo al usuario final sobre cómo interactuar con el producto analítico.
Cualificaciones básicas:
· Licenciatura en Ingeniería, Matemáticas, Estadística o campos relacionados. La experiencia debe acreditarse con tarjeta profesional y diploma de posgrado.
· Mínimo (2) años de experiencia implementando, coordinando y liderando diferentes soluciones de transformación digital, con énfasis en BI/BA DWH, MDM, Data Gobernancia. Experto en SAS ViYA y Python.
· Dominio del español.
Cualificaciones preferidas:
· Profesional en Ingeniería de Sistemas, Ingeniería Electrónica, Ingeniería Telemática, Matemáticas, Estadística o afines según el SNIES (Sistema Nacional de Información de la Educación Superior), con su respectiva tarjeta profesional.
· Especialización en desarrollo de bases de datos, analítica o Big data o afines según SNIES.
