Status: Full Time

Period of Performance: 5 years

Project Description:

The USAID Bosnia and Herzegovina (BiH) Monitoring, Evaluation, and Learning (MEL) Support Activity will provide monitoring, evaluation, and collaborating, learning, and adapting (CLA) support services to the USAID/BiH Mission. The purpose of this activity is to elevate Mission MEL systems and capacity for accountability, learning, and adaptation across the Mission portfolio to the next level and thereby maximize development impact.

Position Description:

IDG is seeking an experienced Data Specialist to support the anticipated Monitoring, Evaluation, and Learning (MEL) Activity in Bosnia and Herzegovina (BiH) contract.

Key Duties and Responsibilities

  • Responsible for the overall methodology design, including sampling design and the actual conduct of the various instruments
  • Oversee the assisting staff, i.e., enumerators, data entry clerks and supervisors
  • Provide capacity building trainings to assisting staff
  • Lead the statistical data analysis programs and the qualitative data analysis programs

Qualifications:

  • Minimum bachelor’s degree in computer science, statistics, monitoring and evaluation, data sciences, or related field
  • Minimum 5 years’ experience in qualitative and quantitative data collection and analysis methods and in designing economic development / SME development evaluations, including program cost-effectiveness evaluation, and at least 5 of these years in a developing country context
  • Minimum 5 years’ experience in designing and leading economic development / SME development research instruments (i.e., surveys), including expert knowledge of state-of-the-art sampling
  • Minimum 5 years’ experience in running statistical analysis programs
  • Ability to work with various counterparts, implementing partners, and host country government stakeholders
  • Ability to travel to remote and challenging areas to conduct data collection and analysis activities
  • Excellent interpersonal skills and teamwork
  • Superior written and oral communication skills in English
  • Experience operating in Bosnia & Herzegovina and/or the Balkans preferred.
  • Experience with USAID and/or U.S. Government systems preferred.
