Job Description

PRIMARY FUNCTION/PURPOSE: The M&E Manager will be responsible for developing, maintaining, and providing oversight over MEL protocols and practices under DEPP, and will work closely with the REL team to incorporate MEL data into knowledge management and learning processes under DEPP. The M&E Manager will ensure that all MEL deliverables under DEPP are responsive to donor needs, reflect best practices for MEL, and can provide actionable data for adaptive management at both the program and mechanism level. The M&E Manager will also contribute to mechanism-level, learning and reporting processes.

Job Responsibilities:

The M&E Manager will work under the direction of the CEPPS REL Director to fulfill the following key duties and responsibilities:

  • - Support development of policies and procedures for MEL design, implementation, and reporting at both project and mechanism level

    • Engage key CEPPS stakeholders to develop and/or maintain policies and protocols that guide the implementation of MEL practices and protocols under DEPP programs
    • Maintain standard templates for key MEL documents including PIRS, PMPs, Results Frameworks, evaluation reports
    • Establish and maintain standard protocols established for key MEL initiatives including but not limited to baseline, mid-term, final evaluations and data quality assessments
    • Collaborate with CEPPS Collaborating, Learning, Adapting (CLA) Advisor to institutionalize CLA practices in DEPP associate programs and facilitate information sharing among and between associate awards and the leader award
  • - Provide oversight and technical support on MEL practices during DEPP program implementation

    • Liaise with CEPPS program and MEL personnel in overseeing appropriate implementation of MEL policies and protocols
    • Review key MEL deliverables including AMELPs, baseline and mid-term scopes of work and inception reports, evaluation reports, and similar to ensure consistency and quality of CEPPS deliverables
    • Provide technical advisory services to CEPPS program teams on MEL issues on an as needed basis
    • As needed, review CEPPS quarterly reporting to ensure best practices for results reporting are being maintained
    • Collaborate with CEPPS Database Team (Data Analyst and Database Administrator) to ensure adherence to CEPPS policies on input and storage of indicators data in CEPPS Indicators Database; work with Data Analyst and Database Administrator on customized requests for data reporting using the database; address issues that arise with data quality assurance for the database
  • - Support development of responsive DEPP proposals for associate awards

    • Work with CEPPS technical leadership team to develop and implement protocols for program design initiatives that foster responsive DEPP programming
    • Facilitate or support facilitation of program design sessions in order to establish logical framework for DEPP associate programs; engage with KM/CLA Advisor to integrate relevant programmatic learning into design of programs
    • Provide guidance to review CEPPS program teams on preparation of required MEL deliverables for proposal processes
    • Review and approve all MEL deliverables for proposal processes
  • - Work with CEPPS leadership to respond to reporting and oversight needs related to MEL implementations under DEPP

    • Collaborate with CEPPS KM Advisor to provide significant inputs from DEPP implementation into mechanism-based knowledge management and learning processes
    • Provide input into regular and ad-hoc reporting at the mechanism level, including quarterly and annual reporting to the donor, as well as specialized reporting on an as-needed basis
    • Support development of stakeholder research and feedback initiatives to ensure that CEPPS is being responsive to donor needs

Education: Master’s degree or higher in political science, international relations, or related field.

Experience: At least 5-8 years experience in the design and implementation of research and MEL systems to inform programmatic and strategic decision-making. Experience in the DRG field is preferred, but not required.

Related Skills or Knowledge:

TECHNICAL SKILLS: Experience using data analysis software such as SPSS or Stata is preferred, but not required.

LANGUAGE SKILLS: Fluency in English required. Fluency in other languages, such as Spanish, French, Arabic, or sign language, is preferred but not required.

TRAVEL: Some travel to CEPPS field offices may be expected as part of this position. Travel for conferences or other professional engagements may also be expected.
