Duties

The Bureau for Management includes the Agency’s principal advisors on matters relating to management and administration and houses an Assistant Administrator and three Deputy Assistant Administrators (DAA), who oversee, coordinate, and align general policy and direction to Bureau for Management offices. The M Bureau administers a program of centralized support for Agency operations worldwide that include: Accounting and finance; Operating Expense budget; Management policy, control, and audit coordination; Administrative services; Procurement policy and operations; Information resources management; and Overseas support.

Serves as the Deputy to the Assistant Administrator (AA) for Management, acting for the AA when absent, assisting with the management of those Bureau components and represents the Management Bureau on the AA’s behalf with senior Agency staff and externally, including at the National Security Council.

Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations. Evaluates current and proposed programs and operations and recommends actions to initiate, modify, or discontinue projects as needed.

Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical agency programs. Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on Agency programs.

Must be able to obtain/maintain a Top Secret Clearance/Sensitive Compartmented Information (SCI)/Special Sensitive.

Position requires incumbent to file OGE-278, Executive Financial Disclosure.

May be required to serve a one-year probationary period.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS - MANDATORY

Core Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.

ECQ 4 - BUSINESS ACUMEN
This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

TECHNICAL QUALIFICATIONS - MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 - Executive level expertise in Federal procurement, budget formulation and execution, operational policy, performance, to include human resource performance management and operational performance. Demonstrate a history of successfully managing a multi-disciplinary global organization, including designing and implementing programs that incorporate innovative technology and organizational methods. Experience in providing oversight of Federal programs, including acquisition, budgeting, and strategic planning.

TQ2 - Executive level expertise in evaluating, interpreting, and monitoring laws, statutory, and regulatory requirements, policies, principles, and practices related to an organization’s strategic planning, procurement planning and personnel management. Experience should include the ability to develop evaluations of external requirements and devise plans for integrated responses, program effectiveness, and business process improvements in an organization with multiple hiring systems and a global workforce.
