Job Description

Chemonics seeks a Deputy Project Director – Finance and Operations for the USAID Frontier Health Markets (FHM) Engage flagship program. FHM Engage is a suite of multiple activities with the objective of increasing private health sector contributions to advancing voluntary family planning and other health outcomes, including maternal, newborn and child health, malaria, TB, and HIV/AIDS in lower and middle income countries. This will be achieved through strategies and approaches to addressing key market constraints and barriers that inhibit the functioning of local markets in mixed health systems. Key results anticipated from this suite of activities include an improved market environment for greater private sector participation in the delivery of health products and services and improved equitable access to and uptake of quality consumer-drive health products and services.

The Deputy Project Director – Finance and Operations ensures coordination and collaboration across operations between headquarters and the project offices, thereby promoting a comprehensive approach to all project activities. The Deputy Project Director – Finance and Operations supports the Project Director by providing sufficient management coverage to project offices and headquarters staff. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This is a remote position, with a preference for candidates to be based in the Washington, DC area.

Responsibilities:

  • Serves as a member of the FHM Engage Leadership team and provides support and guidance in the areas of operations and finance to the Project Director and USAID to operationalize the technical approach
  • Responsible for supporting quality implementation of day-to-day project activities, including financial accountability, staffing, work planning, and reporting; to do so, works closely with Chemonics’ project management units (PMU)
  • Develops project working norms, policies, and guidance and disseminates them to project staff, partners and PMUs
  • Represents the Project Director, as necessary, to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors
  • Serves as overall problem solver and troubleshoots implementation challenges across the program.
  • Supervises and provides leadership to partnerships, communications, finance and administrative staff
  • Serves as administrative and operational point of contact with USAID (e.g., responsible for submission of approval requests and deliverables);
  • Leads on workplan budgeting and financial reporting to USAID, with support from finance staff
  • In collaboration with the Project Director, monitors programmatic progress of activities against work plan timelines, including the financial and administrative performance
  • Identifies issues and risks related to project implementation in a timely manner and appropriate program adjustments
  • Responsible for intentionally cultivating a positive program culture and team dynamics
  • Serves as Acting Project Director, as needed
  • Performs other duties and responsibilities as required

Qualifications:

  • Advanced degree in business management or health sciences e.g. public health, finance, business administration preferred
  • At least eight years of professional experience managing large, complex USAID contracts or cooperative agreements in developing countries, including managing award budgeting, financial reporting, and compliance requirements; experience implementing health or private sector engagement programs is preferred, but not required
  • Experience leading large teams and managing programs that achieve results
  • Track record of progressive responsibility, including at least five years providing senior-level leadership (e.g., Project Director, Deputy Director) to programs of similar scale and complexity
  • Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, international organizations, and the private sector
  • Fluent English oral and written communication skills is required
  • Ability to interact professionally in a foreign language (especially French) is preferred, but not required
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $103,680 - $129,600.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
