The purpose of this GIZ-funded activity is to support the operationalization of reforms in Ethiopia’s vocational training system to align it with the needs of the labor market. ​The activity aims to strengthen the role of the private sector in managing vocational training, enhance the quality of cooperative and short-term training programs, and address skills gaps in areas such as green, digital, and entrepreneurial skills. ​ It also emphasizes gender equality, inclusion of persons with disabilities, and environmental sustainability while fostering collaboration between public and private stakeholders to ensure long-term impact and sustainability.

Position Description

Education Development Center (EDC) is seeking a Deputy Team Leader to:

  • Support designing and delivery of cooperative and short-term training programs in formal and informal sectors. 
  • Support the Team leader in the overall planning and implementation of the contract.
  • Support all the coordination between the local partners and GIZ, particularly at regional level. 
  • Support the engagement of federal and regional actors.
  • Manage the overall coordination of the labor market-oriented qualification measures tasks. 
  • Manage the coordination of regional implementation teams, with special focus on knowledge transfer and overall steering, coordination and harmonization of approaches across the respective regions. 
  • Coordinate with GIZ Component managers and experts. 
  • Support the Team Leader for checking the use of funds and financial planning in consultation with the officer responsible at GIZ 
  • Support the GIZ Commission Officer in updating and/or adapting the project strategy, in monitoring and evaluation and the preparation of the baseline for tracer studies.

Candidates shall have at a minimum the following qualifications:

Qualifications

Education:

University degree in TVET/Education, Business Administration, Project Management or a similar field. Master’s degree preferred.

Skills and Experience:

  • 10 years of professional experience in the sector of TVET in Ethiopia.
  • 8 years of professional experience jointly in:
    • Cooperating with partners at ministerial/agency level, and
    • In the (re)design of cooperative and short-term training programs, and
    • in the (re)design of occupational standards and curricula in fields of digital or green transformation skills.
  • 8 years of management experience in projects, companies or other organizations with disciplinary leadership responsibility for 7 people.
  • Demonstrated team skills, excellent communication skills, initiative, sociocultural and intercultural skills, interdisciplinary thinking, and effective collaboration with partners and clients.

Language:

English and Amharic are required.
