The purpose of this GIZ-funded activity is to support the operationalization of reforms in Ethiopia’s vocational training system to align it with the needs of the labor market. The activity aims to strengthen the role of the private sector in managing vocational training, enhance the quality of cooperative and short-term training programs, and address skills gaps in areas such as green, digital, and entrepreneurial skills. It also emphasizes gender equality, inclusion of persons with disabilities, and environmental sustainability while fostering collaboration between public and private stakeholders to ensure long-term impact and sustainability.
Position Description
Education Development Center (EDC) is seeking seasoned advisors on labor market-oriented qualification measures (cooperative and short-term training) to:
- Support designing and delivery of cooperative and short-term training programs in selected formal and informal sectors.
- Ensure involvement of and aligning implementation with the relevant stakeholders in the project, such as public authorities, public and private TVET institutions, training providers, the private sector, etc.
- Coordinate and/or participate in regional taskforce meetings with other development partners and GIZ projects intervening in the same region and TVETs.
- Ensure smooth implementation of the cooperative and short-term training programs, together with company advisors.
- Develop and maintain a trainee pipeline.
- Provide capacity development support to colleges.
- Support colleges to run in-college part of the training sufficiently.
- Actively contribute to knowledge management.
- Enable the trainees’ registration process and onboarding in the selected hosting companies (trainees’ pipeline).
- Enable the assessment activities and processes in the completion of the training cycle.
- Support/steer the active engagement of the selected enterprises in all phases of the training and in the linkages with the Education sector.
EDC is seeking one Advisor for each of the following regions:
- Addis Ababa and Oromia
- Sidama in Hawaassa
- Amhara in Bahir Dar
Candidates shall have at a minimum the following qualifications:
Qualifications
Education:
University degree in TVET, Educational or Project Management or a similar field. Master’s degree preferred.
Skills and Experience:
- 10 years of professional experience in the sector of the Ethiopian TVET system.
- 5 years of professional experience in the development and implementation of cooperative or short-term training programs.
- 3 years of professional experience in Addis Ababa and regions of Ethiopia (for the Advisor for Sidama in Hawassa, should have a minimum of three years of experience in that region; the advisor for Amhara in Bahir Dar should have a minimum of three years of experience in that region).
- Proven, documented experience delivering results in one, or more, of these three key cross-cutting areas — digitalization, green topics, and gender/inclusion. Certificates required.
- Demonstrated team skills, excellent communication skills, initiative, sociocultural and intercultural skills, interdisciplinary thinking, and effective collaboration with partners and clients.
Language:
English and Amharic are required.
