Job Description

Anti-Corruption Support to Sierra Leone programme - UK Department for International Development (DFID).

  • Exciting opportunity to work on anti-corruption reform within Sierra Leone, working alongside the Ani-Corruption Commission (ACC) and on public outreach and awareness raising in urban and rural areas around the country.
  • Six month years, estimated start date: October 2016. With strong possibility of extension.
  • Freetown, Sierra Leone.

The Deputy Team Leader will support the Team Leader with the overall delivery of the programme in line with DFID requirements. This will include supporting the Team Leader to manage the inception team and short term technical experts; overseeing the planning and implementation of activities; achieving key deliverables; liaising with project stakeholders; and reporting to the client. The Deputy Team Leader will inform the strategic direction of the programme and identify the type of technical support that will be required to support programme delivery. They will also be responsible for providing high quality logistical and administrative support to operations in Sierra Leone and for managing the human resources and contracts functions within the project. They will oversee the strategic development of the human resources function of the programme, leading its implementation and ensuring standards, policies, procedures and practices are in compliance with Sierra Leonean legislation, Coffey and DFID policies.

Key responsibilities/accountabilities

Technical

  • Support the Team Leader with overall programme delivery.
  • Coordinate technical inputs needed to ensure the successful delivery of interventions.
  • Coordinate and oversee the work of the Finance and Administration Manager.
  • Provide technical support to the programme and advise the Team Leader and Programme Director and Manager on the strategic direction of the programme.
  • Ensure that programme strategies and approaches are integrated and linked at the national, county and local level.
  • Work closely with the M&E Specialist to ensure that the programme’s strategic direction is relevant to the evolving context.
  • Advise the Team Leader and Programme Directorand Manager on programme development, implementation and forward planning.
  • Support the Team Leader in ensuring that delivery and reviewing progress against work plans, contract milestones and logframe targets.
  • Ensure that programme strategies and approaches are analysed, documented and shared with relevant stakeholders.
  • Ensure donor coordination and synergies with other relevant interventions.
  • Establish and maintain professional and constructive relationships with all stakeholders, including counterparts in the GoSL, ACC and national /county stakeholders – to ensure ownership of programme strategy and results
  • Work closely with the donor and relevant Ministries in the GoSL and county government bodies.
  • Maintain close working relations with resource partners.
  • Deputise for the Team Leader when required.
  • Draft and peer review team outputs and deliverables.
  • Maximise value for money for DFID through efficient and effective management of the programme.
  • Any other duties as may be required.

Operations and Logistics

  • Ensure full and proper compliance against Coffey systems of management, compliance and control with regard to the following disciplines:
  • Administration, which include facilities management; office management; human resources; and information technology.
  • Logistics, which include procurement; fleet management; and assets management.
  • Lead the set up and effective functioning of the Freetown office.
  • Update the Operations Manual regularly and ensure compliance to country policies, contracts, procedures and other project processes, including Finance, HR, HSSE and IT processes.
  • Ensure that the team complies with policies and processes outlined in the Operations Manual at all times.
  • Lead the induction of new staff members and undertake regular refresher trainings of policies and processes to ensure compliance.
  • Ensure the effective coordination of programme activities and events.
  • Lead operational reporting for the programme, including contributing to DFID’s reporting requirements.
  • Oversee the provision of appropriate IT equipment and support.
  • Oversee the provision of adequate security to programme staff and short term experts, particularly when undertaking field visits, and ensure that appropriate risk management procedures are in place.


Human resources and staff welfare

  • Ensure all HR administrative functions are managed efficiently and effectively.
  • Advise Coffey and the PNB’s team on regulation and policy issues such as employment and immigration issues, ensuring compliance.
  • Lead in all staff recruitment and selection processes. This includes working alongside relevant Coffey staff and the Team Leader to develop recruitment materials, set timeframes and coordinate staff induction.
  • Ensure that all staff members have clear Key Performance Indicators (KPIs), which will facilitate the monitoring of their performance.
  • Coordinate and Lead staff mid-year and annual review performance processes. This includes ensuring that Managers and reportees are aware of their roles and responsibilities; developing the necessary templates and documentation; and setting up clear timelines.
  • Ensure staff files are kept in accordance with data protection and confidentiality policies.
  • Ensure team members are performing well as individuals and working effectively together to meet administrative/logistical objectives and programme support needs.

Criteria

Essential

An advanced university degree (or equivalent) in the fields of economics, public policy, business administration, or other relevant;

  • Minimum 10 years’ experience in managing programmes in the field of governance, institutional reform and/or anti-corruption.
  • Experience of implementing small to medium (£3-10 million) donor programmes, with demonstrated ability to drive the implementation of multi-component work streams in complex environments;
  • Strong networks/relationships in the Sierra Leonean government demonstrated experience in being able to influence decision makers;
  • Track record of facilitating relationships and partnerships between government actors;
  • Demonstrated diplomatic and negotiation skills;
  • Demonstrated operations and strategic planning skills;
  • Substantial managerial experience leading a team of local and international experts.

Desirable

  • Strong networks/relationships in the Sierra Leonean Anti-Corruption Commission.
  • Institutional capacity building experience in Sierra Leone (or the West Africa region) would be an advantage;
  • Knowledge and experience of delivering DFID programmes, including ensuring value for money throughout the project lifecycle;
  • Working knowledge of Krio.
