About the Position

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities, international criminal justice issues, and foreign assistance for the United States Department of State. As INL requires a wide range of criminal justice subject-matter expertise in support of INL’s bilateral and regional programs, the Office of Knowledge Management (KM) seeks to augment its advisory services, external training, and knowledge management products when the expertise may not reside in KM or when the KM staff workload inhibits employing its in-house subject-matter experts (SMEs) for specific INL country, regional, or global program requirements. As such, Dexis is looking for a highly qualified Design, Monitoring and Evaluation Specialist to support anticipated INL programming in a large project centered on criminal justice.

This position is contingent upon contract award.

Responsibilities
  • Ensure that project plans (goals, objectives, and activities) meet INL design standards
  • For each project, develop a monitoring plan (i.e., valid and reliable indicators) with an emphasis on measuring outcomes
  • Copy project plans and monitoring plans into INL design and monitoring templates (in particular, the INL Change Map and, to the extent possible, the INL Performance Indicator Reference Sheet)
Qualifications
  • PhD in a social science or related field
  • Must have at least 5 years of experience conducting empirical research and/or monitoring and evaluating projects, focused on outcome measurement.
  • Experience developing empirical research questions, and collecting and analyzing data (quantitative and qualitative)
  • Will be required to complete a timed skills assessment administered by INL/KM/DDL
  • Shall already possess an active security clearance (minimum MRPT)
Preferred Qualifications
  • Experience researching, reporting on, or writing about rule of law topics
  • Experience working on an INL program
  • Familiarity with foreign assistance programs
