The Program

The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh delivers Australia’s bilateral development cooperation program in Cambodia. The program comprises investments in a range of sectors including agriculture, health infrastructure, and social inclusion including gender-based violence.

Australia’s bilateral development cooperation program in Cambodia operates in a challenging and politically complex environment which requires significant leadership focus and sound management to manage emerging risks and achieve intended development aid outcomes.

Cambodia Aid Advisory Services (CAAS) will provide long and short-term advisory and non-advisory support to the Australian Embassy, Phnom Penh to enable the effective and efficient delivery of development cooperation to meet Australia’s foreign, economic and development policy objectives in Cambodia. The advisory services will also support the Cambodia COVID-19 Development Response Plan (2020-22), its successor plan and evolving program pipeline.

The Position

The Development Coordination and Performance Specialist will support the development, implementation or review of country strategies for Australia’s bilateral development cooperation program in Cambodia. The Specialist will lead or contribute to selected investment design, monitoring and evaluation processes, including coordinating inputs and mentoring staff.

      • Coordinate and quality assure annual Investment Monitoring Reports, key indicator results, aid program progress reports, and other ad hoc reporting requirements.
      • Manage portfolio-level aid management processes, including the Performance Assessment Framework and others as required.
      • Assist the Head of Development Cooperation/Deputy Head of Mission to identify and respond to cross-cutting issues affecting Australia’s Development Cooperation Program in Cambodia.
      • Coordinate risk management systems across the Development Cooperation Program and promote a culture of appropriate engagement with risk.
      • Support safeguard management, fraud control and due diligence assessments.
      • Provide advice on efficient and good practice approaches to grants and procurements, consistent with relevant Australian Government policy.
      • Identify and respond to opportunities to improve coordination between Australia’s bilateral, regional and global aid investments in Cambodia.
      • Support liaison with development partner and Royal Government Cambodia.
      • Monitor compliance with the DFAT Transparency Policy for aid investments and support program staff to meet the requirements.
      • Support the communication of aid program activities and results, including the development of communications products (digital and print).
      • Mentor staff on aid performance and risk management and coordinate or facilitate training for staff and implementing partner staff as required.

The Person

To be successful you will display significant experience designing, implementing, monitoring, evaluating and communicating for International Development Programs.

Together with your demonstrated ability to support the coordination of a portfolio of aid investments and your understanding of Australia’s foreign policy framework and development cooperation programs, you will display proven high-level communication skills, including, the ability to produce written designs, briefings, reports and social media products to ready publish standard.

In addition, you will have experience implementing safeguards and managing risk and fraud and the demonstrated ability to work collegiately with international and locally engaged staff in a cross-cultural context and a sometimes-high-pressure environment. A demonstrated commitment to building the capacity of others is essential.

Substantial experience working with or for bilateral donors, including DFAT, is preferred.

The position is classified as Discipline Category C Job Level 2 (LTA) under the Tetra Tech International Development Adviser Engagement Model.
