Project Description:
The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.
GAC’s cooperation in Nigeria is guided by Canada’s Feminist International Assistance Policy and Africa Strategy, focusing on gender equality, economic development, peace and security, and sustainability.

Through the Nigeria Bilateral Development Program, Canada supports poor and marginalized populations—especially women and girls—across four priority sectors:
• Health: Strengthening primary health systems and sexual and reproductive health and rights.
• Inclusive Economic Growth: Empowering women and youth, particularly in agriculture and livelihoods.
• Women’s Rights: Advancing women’s political participation, leadership, and rights.

Canada also supports humanitarian aid, women, peace and security initiatives, and integrates climate change and environmental sustainability across all programming. The FSSP provides technical advisory services to support this cross-cutting priority.
As Canada reviews and updates its strategy in Nigeria, the FSSP will play a key role in ensuring its development efforts remain relevant, responsive, and impactful.

About the work
Global Affairs Canada supports health systems strengthening through evidence-based policy engagement, sectoral coordination, and inclusive planning processes. Guided by Canada’s Feminist International Assistance Policy and commitments to universal health coverage, the Technical Specialist will contribute to strategic planning, implementation, and monitoring of health programs at both federal and state levels.

  • Policy Dialogue and Donor Coordination
  • Health Sector Performance and Trend Analysis
  • Sector-Based Opportunity and Constraint Assessment
  • Policy and Institutional Capacity Analysis and Strategic Planning
  • Program and Project Feasibility Assessment
  • Program and Project Planning, Implementation Facilitation, and Results Analysis

The advisor will undertake these services through:

  • Review and analysis of government, donor, and partner documents, including policies, plans, evaluations, operational guidelines, budgets, and progress reports
  • Consultation with key stakeholders across government, civil society, and development partners
  • Research, literature reviews, and field assessments
  • Participation in inter-agency coordination meetings, technical working groups, and planning exercises
  • Monitoring exercises and investigative assessments

Implementation and Accountability
A dynamic work plan, validated in consultation with stakeholders, will guide activities. The role will emphasize learning and adaptation through a) field-based assessments and results tracking, b) synthesis of lessons learned, and c) strengthening of institutional capacities for sustainable health system reform.

The Role

A. Strategic Analysis and Technical Advice

  • Provide expert technical support to the Federal Ministry of Health (FMoH) Sector Wide Approach (SWAp) Office on project design and investment planning.
  • Advise on key health trends, donor landscape, and sector challenges, particularly in Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH),Sexual and Reproductive Health Rights (SRHR) and health system strengthening.
  • Review and provide recommendations on project and partnership documents, including work plans, reports, and evaluations.
  • Deliver technical briefs and analyses on topics like family planning, immunization, and SRHR access, based on national and global health initiatives.
  • Advise GAC on project alignment with government priorities, policy coherence, and opportunities for synergy across funding channels.

B. External Coordination and Engagement

  • Represent GAC in key policy dialogue platforms and technical working groups (e.g., Development Partners’ Group for Health (DPG-Health), Health Partners Coordinating Committee), Inter-Agency Coordinating Committee(ICC).
  • Provide input to joint initiatives, reviews, and consultations with partners and stakeholders.
  • Enhance Canada’s visibility and policy influence in the health sector, especially in SRHR and child health.
  • Support advocacy and stakeholder engagement efforts.

C. Project-Specific Support

  • Review key program documents and monitor implementation progress.
  • Conduct site visits to assess results, challenges, and the enabling environment.
  • Provide feedback and recommendations to strengthen programming and identify emerging opportunities.
  • Support project oversight, reporting, and learning as requested.

D. Additional Responsibilities

  • Assist with stakeholder visit planning and represent GAC at meetings or events.
  • Undertake other tasks as required to support program objectives.

Required Qualifications:

  • Post-graduate degree from an accredited, recognized institution in a relevant discipline such as public health, global health, women’s health, sociology, or related field.

Experience Required

  • Minimum of 10 years of relevant experience working on international development projects focusing on RMNCAH, with a focus on sexual and reproductive health, immunization (including polio eradication), health system strengthening, and reducing the burden of key diseases and harmful practices affecting women and children.
  • At least 5 years experience providing advice, including drafting briefing notes, sectoral analyses, and monitoring and assessment reports for senior decision makers in donor agencies, government or civil society organizations or private sector.
  • Understanding of the social/gender norms and behavior change in the context of health interventions.
  • Knowledge and application of epidemiology and public health, and understanding of the global health context including international health architecture
  • Experience in monitoring and/or evaluation.
  • Prior experience with donor funding and donor approaches to RMNCAH and SRHR, health system strengthening, reducing the burden of key diseases and harmful practices.
