Amentum / Macfadden is seeking a Diaspora and Civic Engagement Advisor to support the Office of Global Policy, Partnerships, Programs and Communications (G3PC) under the Humanitarian Assistance Support Contract (HASC) to the U.S. Agency for International Development Bureau for Humanitarian Assistance (USAID/BHA) in Washington, DC.

USAID/BHA leads and coordinates the U.S. Government (USG) humanitarian assistance efforts overseas in response to natural disasters, protracted crises, and other complex emergencies. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID/BHA under the HASC, where day-to-day work assignments and oversight are provided by USAID/BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The Diaspora and Civic Engagement Advisor will:

- Join USAID/BHA’s Diaspora and Civic Engagement Team, engaging with Agency and Bureau leadership and staff as needed.

- Serve as one of USAID/BHA’s focal points for diverse internal and external stakeholders on donation management and the engagement of diaspora and other civic actors for humanitarian assistance and disaster relief. Stakeholders include USAID senior leadership and staff, USG interagency, foreign embassies and consulates, NGOs, donors, diaspora communities, civic associations and actors, and the general public.

- Support USAID’s Center for International Disaster Information (CIDI) by providing NGOs, Public International Organizations (PIOs), donors, and the general public, diaspora communities, and a broad range of other civic actors with best practices on how to help in the wake of an international disaster and by advancing USAID’s mission and mandate in this respect. Responsibilities included:

  • Develop and deliver CIDI messaging on donations management, volunteerism, and other responsible civic engagement activities during emergency response, including the maintenance of training materials and conducting training.
  • Operate CIDI’s Call Center/Hotline in support of USAID/BHA’s D.C.-based Response Management Teams (RMTs).
  • Conduct outreach initiatives to share CIDI messaging on donations management and best practices and to encourage responsible and effective donations and engagement practices during humanitarian crises.
  • Support CIDI’s resource mobilization initiatives targeting NGOs, individual donors, civic associations, and the private sector interested in contributing to disaster relief.

- Identify strategic partnerships and innovations to advance the Diaspora and Civic Engagement Team’s mission and mandate.

- Identify program opportunities and partnerships to improve the diversity, equity, and inclusion of humanitarian aid by addressing structural barriers that impede new partners and non-institutional humanitarian actors from integrating into coordination systems within USAID and with external partners.

- Cultivate, maintain and strengthen strong working relationships and public-private partnerships with NGOs, PIOs, donors, diaspora communities and other key stakeholders working on diaspora humanitarianism and donations management.

- Provide technical oversight and management of activities for a diverse portfolio of programs and awards on diaspora humanitarianism and donations management.

- Support USAID/BHA RMTs and field-based Disaster Assistance Response Teams (DARTs) by providing expert technical guidance on issues of donations management and diaspora engagement to a range of internal and external stakeholders.

- Serve as an Outreach Coordinator, Deputy Manager for Coordination, or other role supporting the humanitarian coordination needs of RMTs and/or DARTs.

- Perform other duties as assigned.

Education, Experience, and Skills Requirements

  • Must have at least 6 years of directly related experience with a Master’s degree, 8 years of directly related experience with a Bachelor’s degree, or 10 years of directly related experience without a degree. Additional advanced degrees may be used to replace years of experience.
  • Experience working with the USG, diaspora organizations, civic or community organizations, Private Voluntary Organizations (PVOs), NGOs, PIOs, or UN Agencies, with direct experience working in emergency relief, humanitarian assistance or a related field, including two (2) years working directly on diaspora issues.
  • Detailed understanding of the international humanitarian assistance environment, operations, related policies, regulations, and inter-relationships among the USG, donor and other stakeholders is preferred.
  • Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications are required.

  • Have the capability to work proactively and independently in leading and implementing the diaspora portfolio of programs and activities;
  • Have strong attention to detail;
  • Be flexible and adaptable to changing circumstances; and
  • Be able to obtain and maintain a minimum of a USG-issued Secret-level Security Clearance for the duration of your employment on this contract.
