Org. Setting and Reporting
This position is based within the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel (the Commisison) pursuant to Human Rights Council Resolution A/HRC/RES/S-30/1. The incumbent will work under the direct supervision of the Coordinator of the Secretariat of the Commission.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
- Plans, organizes conducts and manages digital investigations of cases of alleged violations of international human rights, as well as international humanitarian and international criminal law;
- Searches for, gathers, records and preserves potential or relevant digital evidenceensuring that all necessary evidence chains are established and maintained;
- Undertakes verification, authentication, geolocation, chronolocation and other analysis of digital content (such as audio, images, videos, sensor and administrative data), and drafts reports;
- Supports the analytical processes of investigations, preserving digital material in accordance with applicable standards and protocols for evidentiary material;
- Provides advice and support to the Commission on the use of open source material in investigations, analysis and reports and support in understanding elements of digital evidence;
- Proposes the use of tools to analyse and present complex data sets in understandable ways for investigation and presentation purposes;
- Ensures that documentation and materials related to the investigations is handled, stored and preserved safely in accordance with the procedures established by the Commission;
- Supports the Commission in conducting online activities in a manner that does not reveal the identities of members or investigative objectives, exposes confidential information or endangers their human sources or other third parties;
- Integrates gender perspectives into all areas of responsibility;
- Performs other duties as required.
Competencies
PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to digital investigations. Good research, analytical and problem-solving skills. Knowledge of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases. Proficiency in software applications used in digital investigations. Ability to identify and analyze problems/issues and participate in their resolution. Ability to apply good judgment in the context of assignments given. Ability to plan own work and manage conflicting priorities. Ability to gather and analyze electronic evidence. Ability to draft/edit, a variety of written reports especially with respect to the preparation of complex reports of investigation. Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education
Advanced university degree (Master’s degree or equivalent) in law, international law, criminal investigation, police/security studies, data science, computer science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of full time progressively responsible experience in investigatory work is required.
Out of the seven (7) years, at least two (2) years of experience in digital/open source investigation in the field of international human rights activities and/or international criminal investigations is required.
Relevant experience in, and/or training on, open source intelligence is desirable.
Relevant experience in conducting investigations into cyber surveillance is desirable.
Relevant working experience in or on the Middle East region is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
