The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia is supporting Fiji’s health sector to respond to the health challenges they face through the Facility’s Health Program (the Health Program). The Health Program’s high-level objectives focus on:
The Health Program’s support includes roughly AUD20m over 5 years (~$4m per annum) through a mix of: a) advisers to the MHMS to help enhance or develop initiatives, systems and processes; b) the purchase of equipment and key supplies; c) training support; d) MHMS led initiatives and innovations; and, e) CSO Grants.
The Health Program is designed to support the MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans. As such, the Program supports targeted components of those respective plans to assist the MHMS in their goals which is agreed and articulated in Annual Work Plans, together with emerging needs.
The Position
The Digital Supply Chain Officer (the Officer) will report to the Product Manager of Digital Health, Ministry of Health and Medical Services (MHMS). The position will work closely with the Beyond Essential Systems (BES) team to provide technical support during the implementation phase and ongoing use of mSupply, Tupaia and other digital platforms for health facilities in Fiji. The Officer will provide assistance to local staff with technical setup, software installation, training in new and existing platforms during the project. They will provide general IT support, technical assistance and troubleshooting and ensure that solutions meet business needs and requirements.
The position will engage with various stakeholders including MHMS, BES, FPBS, CWMH; Health Centres and the Facility.
The Person
The ideal candidate for this position must have a Bachelor’s Degree in Computer Science/Information Systems/Software Engineering or Supply Chain/Logistics or other equivalent formal qualifications. To be successful in the role, the candidate will have demonstrated proficiency in IT and software implementation and at least 5 years of relevant experience.
Essential to this role is previous experience in analyzing processes, data, interpreting and presenting information and training others on new digital programs is. Candidates who can also demonstrate experience within in an electronic Logistics Management Information System (eLMIS) and/or working with pharmacy or health supply chain are highly desirable.
The successful candidate will be detail oriented, and able to achieve deadlines whilst working independently and as part of a small team. Also key to this role is the ability to communicate confidently and present to diverse audiences is necessary.
