Job Description
Context:
Under the direct supervision of the Director, Department, Mobility Pathways and Inclusion, the Director, Border Management, Returns and Readmission (BMRR) Division is responsible for leading the Organization’s overarching goals on Border Management and Returns in line with the following objectives of the IOM Strategic Plan:
- Objective 1: Saving lives and protecting people on the move;
- Objective 2: Driving solutions to displacement; and,
- Objective 3: Facilitating pathways for regular migration.
In partnership with governments, UN agencies, regional organizations, and multilateral entities as well as civil society and private sector actors, the Division is an enabler of Objective 3, ensuring protection mainstreaming in its operations and programme. Specific interventions include specialized programming on border management processes in support of security and facilitation, admission and readmission services, legal identity in support of return and development programming, counter migrant smuggling and counter-trafficking, search and rescue, alternatives to immigration detention, returns, assistance to vulnerable migrants as well as human rights due diligence.
Responsibilities
Core Functions / Responsibilities:
- Provide strategic direction, substantive inputs, and advice to the BMRR Division, in line with IOM’s Strategic Plan, mission, and values.
- Develop institutional positioning and capacities, innovative policies, and strategic advice and guidance on border management, return, reintegration and readmission (RRR), while ensuring alignment with global standards, and contribute to enhancing the capacities of HQ and field staff with guidance on efficient and cost-effective BMRR operational solutions.
- Lead and enhance IOM’s strategic engagement and dialogue with governments to foster stronger partnerships, influence policy development, and advance IOM’s Strategic Plan.
- Liaise with key UN and other international organizations, private sector, and civil society strategic partners to strengthen IOM’s position and programming in border management and RRR. Ensure compliance with said position at global, regional and mission level, including in terms of protection as a cross-cutting priority of the IOM Strategic Plan.
- Lead the design and effective implementation and coordination of global programmes providing migrant services in over 50 locations (CVAC, KVAC, FAP) as requested by governments and private partners.
- Lead effective and efficient delivery on IOM’s commitments on Human Rights Due Diligence Policy and related Operational Framework, through the provision of strategic advice, ensuring robust support to country missions and promoting engagement with relevant partners.
- Provide strategic direction for the effective implementation of the flagship Cooperation on Migration and Partnerships to Achieve Sustainable Solutions initiative (COMPASS) funded by the Government of Netherlands; ensure the programme contributes to advancing IOM’s institutional priorities on protection and related thematic areas; lead on high-level engagement with the donor on the initiative.
- Monitor and evaluate the quality and impact of IOM’s BMRR work and deliverables while promoting evidence base and research for policy development to ensure learning and innovation in this field, including provision of expert advice to IOM Leadership on emerging issues.
- Manage the BMRR Division’s budget and resources and ensure accountability and transparency.
- Closely coordinate with Regional Offices to ensure tailored BMRR programmatic offer and positioning, including coordination with, and active engagement of, Regional Thematic Specialists.
- Drive knowledge generation and management by identifying, analyzing, and disseminating best practices and lessons learned to enhance the effectiveness and efficiency of program delivery.
- Facilitate learning through organization of competency advancement training initiatives.
- Represent the Organization at national and international conferences, events and meetings, and ensure the organization remains in the lead as a convening entity on BMRR.
- Provide strategic guidance on public relations and media activities, in coordination with DMC, Regional and Country Offices so as to promote IOM’s image and programmes in the field of border management, returns and readmission.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education:
- Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited academic institution with fifteen years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience:
- Extensive experience in working in various regions and contexts leading and managing complex missions, as well as in liaising with governmental and diplomatic authorities and international institutions.
- Excellent and demonstrated knowledge and practice of technical programming such as robust border management technology and systems; preventing and responding to transnational crimes; strengthening identity management; and bolstering return and readmission cooperation.
Skills:
- Demonstrated leadership and management skills, and the ability to inspire and motivate others.
- Excellent communication and interpersonal skills, and the ability to work effectively with diverse stakeholders.
- Articulate and possess strong advocacy and public speaking skills.
- Strong analytical and problem-solving skills, and the ability to think strategically and creatively.
Languages
IOM’s official languages are English, French and Spanish.
- For all applicants, fluency in English is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
