JOB SUMMARY

CARE is a global leader in and champion for women’s health. Reporting to the AVP of US Programs, the Director, Health – US Programs is a visionary and results-oriented leader responsible for driving the strategic direction, execution, and impact of the organization’s domestic health programs. This role will build and oversee a diverse portfolio of initiatives aimed at advancing health equity, improving access to quality care, and addressing the root causes of health disparities affecting low-income communities across the United States. As a senior leader, the Director leads health program design, implementation, and evaluation, ensuring all initiatives are data-informed, community-driven, and aligned with broader organizational goals. The Director serves as a key representative of the organization, cultivating and managing high-impact relationships with government agencies, funders, healthcare institutions, community-based organizations, and other strategic partners. They are responsible are securing funding to grow programmatic impact, and integrating cultural competence and community engagement into every aspect of program development and delivery. The ideal candidate brings deep expertise in public health, health equity, and program leadership- particularly in the areas of maternal health, community health and psychosocial supports. They are a strategic thinker capable of translating vision into action and driving measurable impact in communities across the U.S.
RESPONSIBILITIES
Health Program Strategy and Design
- Building from expert knowledge of US health systems and CARE’s global areas of expertise, define CARE’s US Health Program strategy, niche and gaps CARE can fill in meeting needs of low-income women and families, establishing ambitious, but achievable impact and growth performance indicators.
- Serve as technical leader in collaboratively designing programs and implementation models particularly in the areas of maternal health, community health and psychosocial support.
- Partner with monitoring and evaluation teams to develop results frameworks and learning agenda that can ensure quality implementation and advance learning across programs and the sector.
- Lead development of health program implementation and training materials, resources and communications materials as needed.
- Support implementation of health projects and programs in partnership with the Director, US Programs, ensuring staffing, budgeting and broader technical needs are met.
Partnership Development
- Lead development of strategic partnerships with national and state health stakeholders which may include governments, NGOs, universities and research firms.
- Identify and build relationships with potential health program implementation partners that can help fill service gaps and bring interventions to scale. This will include managing the partner agreement and management processes for these partners.
- Help identify potential community organizations that should be part of CARE’s Partner Network
- Maintain close relationships with local practitioners and program participants that will inform program design, learning and adaptation.
Fundraising
- Growing and diversifying financial resources for the US health portfolio is imperative to incumbent’s success. Partner with the AVP, US Programs and fundraising teams to lead prospecting and proposal development for US health related projects and initiatives. Join donor calls to support donor relationships managers as needed.
- Identify potential private and public donors and award opportunities, including new types of funding models.
- Keep fundraising teams up to date about program priorities, products and progress.
Communications and Thought Leadership
- Develop and execute an internal and external communications plan for CARE’s US Health Programs.
- In partnership with communications and fundraising teams, develop communications collateral (e.g., fact sheets, presentations, blogs, case studies) that can be used across CARE’s audience and build understanding of and investment in the work.
- Represent CARE at industry events and sector platforms to establish and grow CARE’s thought leadership in the domestic space.
Required Qualifications:
- Bachelor’s degree or an equivalent combination of education and experience.
- Minimum of 10 years of professional experience a health program role in the United States, preferably in the fields of maternal health or community health for women.
- Experience designing, implementing and evaluating and health programs and interventions.
- Passion for CARE’s mission and values
- Exceptional communication and writing skills, with sound judgment and discretion.
- Demonstrated ability to manage multiple projects, prioritize effectively, and maintain attention to detail.
- Strong interpersonal skills, capable of engaging with donors.
- Team player who is flexible to adapt to do what is needed to support the greater needs.
- Must be willing to deploy to US emergencies as needed to support health related programming
Preferred Qualifications:
- Master’s degree or higher in the areas of public health or medicine.
- Deep understanding of the US health systems, community health ecosystems, and funding streams.
- Experience working with federally qualified health centers or other community health hubs in the United States, especially in underserve or rural communities.
- Strong relationships with national and state health organizations, researchers and funders
- Experience working for or with a large nonprofit and/or international NGO.
- Training or accreditation in mental health psychosocial support services
