CARE Somalia is seeking an experienced and strategic Senior Human Resources Manager to lead and strengthen the country office’s HR function. This is a pivotal leadership role responsible for delivering high-quality HR services while shaping workforce strategy, strengthening organizational capability, and enabling CARE to deliver impactful programs across Somalia.

As a trusted advisor to the Country Director and Senior Management Team, you will play a critical role in aligning people strategy with organizational priorities, ensuring compliance, and fostering a high-performing, inclusive, and resilient workforce.

About the Role

The Senior HR Manager provides both strategic leadership and operational oversight of CARE Somalia’s HR function. You will lead HR operations, advise senior leadership using workforce data and insights, and build systems that attract, develop, and retain top talent in a complex and dynamic humanitarian environment.

This role also leads and mentors the HR team, ensuring efficient HR service delivery and a strong culture of accountability, collaboration, and excellence.

What You Will Do

Strategic HR Leadership and Advisory

  • Serve as a trusted HR advisor to the Country Director and Senior Management Team, providing strategic guidance on workforce planning, talent management, and organizational effectiveness.
  • Analyze workforce trends, identify talent risks and gaps, and provide data-driven recommendations to support strategic decision-making.
  • Support the implementation of key HR initiatives, including performance management, talent development, and organizational change.
  • Ensure HR policies and practices align with CARE’s global standards and organizational strategy.

HR Operations, Compliance, and Risk Management

  • Oversee HR operations including contracts, payroll, benefits administration, and staff records, ensuring compliance with Somali labor law, CARE policies, and donor requirements.
  • Maintain effective HR systems to track employee data, performance, leave, and learning.
  • Manage employee relations, disciplinary processes, and grievance handling in a fair, consistent, and compliant manner.
  • Support organizational change initiatives, ensuring smooth implementation of HR processes and structures.

Team Leadership and Capacity Building

  • Lead, supervise, and mentor the HR team, ensuring strong performance, professional growth, and accountability.
  • Establish clear roles, performance standards, and service delivery expectations for HR staff.
  • Build HR team capacity to deliver responsive, high-quality HR services across the country office.
  • Foster a positive, collaborative, and values-driven team culture.

Employee Engagement, Learning, and Wellbeing

  • Support staff engagement, wellbeing, and retention initiatives.
  • Coordinate learning and development programs to strengthen staff capability and performance.
  • Provide guidance to managers and staff on performance management, career development, and employee relations.
  • Promote a workplace culture that reflects CARE’s values of respect, inclusion, and accountability.
