This Proposal Opportunity:

The USAID Burkina Faso Health Systems Strengthening program aims to enhance Burkina Faso’s healthcare system over a 5-year period through strategic partnerships and sustainable solutions. Palladium is currently seeking a Director of Finance and Administration (DFA). The DFA will oversee operational and financial aspects, establish robust financial systems, ensure compliance with Palladium and USAID policies, and provide capacity building to local partners.

The Director of Finance and Administration (DAF) will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and local requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to local human resources policies.

Primary Duties and Responsibilities:

  • Manage all project finances to efficiently utilize resources for achieving objectives while complying with donor requirements.
  • Oversee human resources, financial management, procurement, and grants functions, ensuring sound management practices.
  • Implement operational systems compliant with USAID, Palladium, and local regulations.
  • Ensure project objectives, outcomes, and deliverables are met, adhering to financial, operational, and USAID reporting requirements.
  • Provide comprehensive management of administrative operations, including logistics, procurement, budgeting, finances, HR, IT, property, and security.
  • Establish and manage effective systems for project administration and operations, encompassing grants, subcontracts, procurement, and compliance.
  • Offer technical assistance to local partners on financial compliance and reporting.
  • Supervise financial operations, monitoring obligations, budgets, and expenditures.
  • Lead budget preparations for annual workplans and financial reports for USAID.
  • Ensure compliance with Palladium, USAID, and implementing country policies and procedures.
  • Develop internal control measures for accurate and timely financial reporting at both headquarters and field levels.
  • Conduct internal compliance and financial audits, and coordinate external audits.
  • Perform other required duties.

Key Competencies Required:

  • Minimum of a Master’s Degree or equivalent experience in Business Administration/Management, Finance, or Accounting.
  • At least 5 years of experience in administrative and financial management of large-scale, complex, international, and donor-funded and/or NGO programs.
  • Proven track record in successfully managing USAID contracts and adhering to USG/USAID policies, procedures, regulations, and reporting requirements, as well as business practices.
  • Extensive experience in project financial management, including financial controls, accounting, audit, and reporting on accruals, pipeline, and expense validation and reimbursement to service providers.
  • Demonstrated proficiency in accounting, human resources, procurement, and other management support functions as required.
  • Experience in supervising personnel and ensuring their training and skill development to meet evolving program needs.
  • Strong leadership, program management, organizational management, and oral and written communication skills.
  • Excellent interpersonal skills for collaborating with project staff, donors, and beneficiaries.
  • Advanced proficiency in MS Suite and other business accounting packages, with strong MS Excel skills.
  • Fluency in English and French is required.

  • Fluency in both English and French is required.
