Our International Programs (INPRO) department implements research and M&E projects throughout the world, including Mission-wide monitoring, evaluation and learning contracts, and has developed close collaborative relationships with researchers, survey firms, and policy think tanks in more than 70 countries. NORC also has worked extensively throughout sub-Saharan Africa, including in Uganda, where we conduct performance and impact evaluations and help further USAID/Uganda’s Collaboration, Learning and Adaptation (CLA) agenda.

NORC currently seeks a Director of Finance and Administration (DFA) for a proposal response for an anticipated multi-million dollar, five year Monitoring, Evaluation and Learning (MEL) contract in Uganda. The goal of the contract is to help strengthen the capacity of USAID/Uganda and its Implementing Partners in collaborating, learning and performing in order to improve the relevance, quality and sustainability of USAID-supported contributions to Uganda’s development. The DFA will be a full time position in Kampala, and will have primary responsibility for:

  • Ensuring the integrity and usefulness of NORC’s financial systems in Uganda;
  • Facilitating NORC’s internal administrative operations;
  • Ensuring that NORC meets USAID/Uganda programmatic, financial and other reporting requirements; and
  • Delivering the logistical and other services required of NORC and USAID under the program.

Required Qualifications

  • Bachelor’s degree in Accounting, Business Administration or related field, or a Certified Public or Chartered Accounting qualification;
  • Minimum of 9 years of financial management experience, with increasing roles of responsibility;
  • Procurement, contracts management, logistics, and human resource experience on large-scale contracts, preferably USAID funded;
  • Demonstrated supervisory experience;
  • Familiarity with USG financial reporting and compliance requirements; and
  • Experience in managing donor funded procurements and sub-awards.
