Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

In addition to providing vital emergency assistance to Ukrainians directly through USAID Energy Security Project (ESP), since summer 2022, it has also performed as an independent procurement agent for the Ukraine Energy Support Fund (UESF). USAID ESP helps to secure and procure equipment to meet the immediate needs of Ukraine’s energy sector to rebuild and repair damaged infrastructure. ESP provides the procurement services gratis as an in-kind technical assistance contribution from USAID.

Background

ESP is assisting the Government of Ukraine (GoU), the Ukraine’s national regulatory authority (NRA) in the energy sector entitled the National Energy and Utilities Regulatory Commission (NEURC), as well as all other relevant public stakeholders to establish and properly implement competitive energy markets in compliance with the European Union (EU) energy legislation (acquis), thereby enabling Ukraine to facilitate private sector-led energy investments, achieve the country’s clean energy and climate goals, and provide secure, sustainable, reliable and affordable energy for all Ukrainians.

Position Summary

USAID ESP is looking for a District Heating Technical Consultant, who will be assisting the District Heating Team in facilitating various procurements including under UESF, but not limited. The District Heating Technical Consultant will support Ukrainian beneficiaries to develop quality technical specifications for procurements concurred by Donor(s). This task will include technical (engineering) share, but equally, organizational, and administrative support, as assigned for the Team. The District Heating Technical Consultant will support the Team in developing other technical specifications, on as needed basis. This is a short-term consultancy position for the period of 1 year with the possibility of an extension for another term, based in Kyiv office, Ukraine. The position will be reporting to ESP’s District Heating Sector Lead. Private Entrepreneur Certificate is required.

Responsibilities

  • Support development of technical specifications (technical requirements, terms of reference) working closely with intended recipients, such as Cogeneration Plant Operators and District Heating Companies;
  • Support assessment of received proposals in response to tenders under District Heating Team topics; tenders in response to tenders under UESF financing;
  • Provide technical consultations in support of Team’s work in heating policy and regulation, planning of municipal heating systems;
  • Provide technical consultations in support of the Team’s work in distributed co-generation policy and regulation;
  • Other tasks, as needed, to implement the District Heating Team’s responsibilities.

Qualifications

  • University degree in engineering, specialization preferably be related to thermal engineering.
  • 10 years overall experience in district heating, cogeneration, local energy systems, municipal energy;
  • Demonstrated experience in development of technical terms of reference for equipment and materials procurement for district heating entities, cogeneration plant operators;
  • 5 years of demonstrated experience in donor-funded projects of technical assistance;
  • Demonstrated extensive experience in working with local stakeholders at municipal level and regional levels;
  • Proficiency in English (written, read, spoken, and heard) and Ukrainian.
  • Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.).
