Job Description

DAI is seeking a senior Telemedicine Specialist to serve as e-Health Advisor to work closely with the Team Leader to undertake a Telemedicine Regulatory Framework in Indonesia. This programme aims to assist the Ministry of Health (MoH) in the development of a clearer regulatory framework which should enable the telemedicine market to operate smoothly, fairly and securely, and give domestic and foreign firms the confidence to invest in the telemedicine sector secure in the knowledge that their investments meet regulatory requirements.

The scope of this 15 months programme includes;

  • an assessment of the current regulation of telemedicine (including of any new Presidential Regulation)
  • developing recommendations to improve the regulatory framework;
  • supporting the government in the adoption and implementation of the new regulatory framework

The position:

The eHealth Advisor will have technical responsibility for adapting and deploying the relevant e-health software applications to support tracking of Telemedicine, commodity use and conduct trainings of the software. With strong competencies in programming and developing software solutions, you will closely with the team leader, team and interact with MoH and other stakeholders and will provide support in all areas of design of information systems, software coding, application development, and database development responsibilities.

Key Responsibilities

· look into issues around communication channels –(platforms used for telemedicine, Internet, broadband, and mobile apps, etc)

· Represent DAI and programme team with the area of expertise

· Perform technical testing of project e-Health software

· Lead the architecture and design for software products as specified

· Oversee the application design, development and implementation

· Oversee development for both the Front and Back End of the application

· Provide programming leadership and software best practices for the project

· Participate in coding/implement software design components

· Perform other responsibilities and duties as assigned

Qualifications

· Bachelor’s Degree in Computer Science or equivalent

· Experience of Technical and user documentation

· 5+ years of relevant work experience within the Health Sector

· Experience with .Net, ASP, MS SQL, C#, JavaScript, HTML, XML

· Proficiency in .Net with solid object oriented

· Knowledge of Database design / Structure for MoH

· Experience in Android development, mobile programming, HTML5

· JDK (Java development toolkit), Android SDK (includes emulator), Eclipse for Java developers, ADT (Android Development Toolkit) plugin for Eclipse

· Familiarity with data import/export to/from various formats

· Experience in Source Code Management

· Experience with implementing software design components including coding, code documentation, unit testing, debugging

· Excellent communication skills

Reporting and support

  • The e-Health Advisor is supported, and line managed, by the Team Leader.
