Job Description

Chemonics seeks an East Africa regional manager to support our Procurement and Supply Management project. Procurement and Supply Management (PSM) is a five-year, multi-billion dollar project funded by United States Agency for International Development (USAID) that will consolidate the procurement and assistance components of the current USAID DELIVER and USAID Supply Chain Management Systems (SCMS) programs. The project will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide assistance to improve countries’ management of the health supply chains for such commodities. To support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, the project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities.

The regional manager is the main point of contact for all field programs in the East Africa region. Under the oversight of the country manager, s/he works with other regional managers to oversee and harmonize technical approaches across country programs within the East Africa region, as well as ensure the programs in his/her region have the technical and operational resources to meet their deliverables in line with approved budgets. The regional manager supervises the country office directors within the region. S/He is expected to coordinate closely with the project management unit (PMU) director(s), task order directors, systems strengthening director, global supply chain team, global collaboration team, programs operations team and country offices.

Responsibilities include:
  • Supervise the field-based country office directors for countries in the East Africa region
  • Guide technical development and implementation of annual work plans and budgets that reflect the priorities of USAID, the ministry of health, and other stakeholders in country
  • Guide technical development, update, and implementation of performance monitoring plans that encompass in-country and project-wide performance measures
  • Approve all work plans and performance management plans for country programs before implementation
  • Serve as the main point of contact in headquarters for USAID Missions in the field in her/his assigned region
  • As required, participate in meetings with USAID/Washington
  • Ensure that country offices receive relevant global health and task order-specific information coming from USAID/Washington
  • Maintain strong and positive working relationships with clients and partners within the assigned region, including USAID and local governments
  • Ensure that positive and productive working relations and regular communication are maintained within the field office(s) and between the field and home offices
  • Identify and develop regional strategic alliances and opportunities for scale up to improve efficiencies, such as consolidating procurements and pooling technical assistance resources
  • Liaise with country offices to ensure the smooth flow of information/data to and from PSM’s global strategies for knowledge management and monitoring and evaluation as well as the cross fertilization of tools and best practices among countries
  • Work closely with task order directors, task order health system strengthening managers, task order procurement and logistics managers and project management directors to ensure information is captured, easily accessible, and appropriately disseminated, discussed, and used among a diverse array of field office and home office stakeholders
  • Where appropriate, work with the Systems Strengthening Director to adapt key supply chain methodologies for use in country programs, including ISO 9001, Lean Six Sigma, SCOR, Commodity Councils, and 4PL
  • Ensure that activities included in grants and subcontracts provided through the local partners fund are technically sound and adequately monitored for performance
  • Review technical inputs of budgets to ensure they meet programmatic needs and client expectations
  • Collaborate closely with project management unit (PMU) director responsible for overseeing operational systems, monitoring budgets, adherence to operational policies, compliance with donor regulations and risk assessment
  • Coordinate with PMU director to ensure programmatic implementation is on schedule and consistent with the quality standards set forth by the technical team

Qualifications:
  • Advanced degree in public health or management-related discipline required
  • Minimum 10 years of experience in international development, pharmaceutical supply chain management, or health program; experience with HIV/AIDS, family planning, and/or malaria programs preferred
  • Demonstrated experience managing development programs in East Africa
  • Ability to create efficiencies and lead programmatic transformation in large, complex, global public health programs
  • Ability to work with U.S. and foreign governments and cooperating partners in implementing complex programs
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required; proficiency in a foreign language of USAID-supported countries desirable; knowledge of French, Spanish, or Portuguese preferred
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries
