Job Description

The purpose of this study is to design and prepare the necessary actions/activities which could be developed, at the regional and in-country levels, in the form of an EaP IBM Flagship Initiative project scheduled to begin end of 2011 to strengthen the establishment of a proper IBM system in each partner country and at regional level.

As such, the global objective of this study is in line with the Commission Staff Working Document accompanying the EaP Communication of 3 December 2008 setting up the development of a programme on IBM at the EaP countries' non-EU borders.

The study seeks to contribute to this process by taking stock of the state-of-play of IBM concept, standards and best practices among relevant officials and practitioners in the partner countries, identifying the needs in this respect and the type of objectives and actions to be pursued in an EaP IBM Flagship Initiative project which will be implemented at regional and national levels. It should be underlined, that this project will support a multidisciplinary approach, i.e. officials and practitioners will include border police, customs officers, and possibly also veterinary and physo-sanitary inspection officers.
The main specific objectives are to:

• Take stock, thanks to a preliminary written questionnaire prepared by the experts, of the IBM strategies and action plan developed in each of the partner countries as well as the inter-agency cooperation and coordination, border management capacities, legal framework and procedures, information collection, analysis, sharing and management in place;

• Identify the actions and programmes on IBM implemented in each of the partner countries by national authorities, international organisations and financial organisations;
• Conduct a gap analysis and identification of the needs, at local and regional levels, to enhance co-operation and networking among partner countries on IBM, and also with neighbouring countries and EU Member States;
• Prepare an Identification and an Action fiche in view of the Call for proposals to be launched in 2011 and 2012 for the EaP IBM Flagship Initiative project;
• Propose and describe a list of training activities (in line with parts A and B of the Concept note) to be implemented in the framework of the EaP IBM panel contributing to a better strategic and operational understanding of the IBM concept and involving practitioners from all the 6 Eastern partners;
• Propose and describe, based on solid and objective criteria, a number of pilot projects (at least 3) related to IBM border infrastructure, equipment, IT applications (software) to be implemented in the framework of the EaP IBM panel and contributing, once the strategies, legislation, training and capacity building are in place, to the improvement of the security, the reduction of smuggling and human beings trafficking and facilitating the mobility of people across particularly along the Pan-European Transport Corridors and TRACECA.

EXPERT PROFILE:

IBM Expert/Team Leader, Category II
 At least 10 years of relevant professional experience in border management.
 In depth knowledge of the EC Integrated Border Management concept and the IBM Guidelines.
 In depth knowledge and experience of implementation of EC external assistance Integrated Border Management projects in partner countries.

 Excellent presentation and representational skills.
 Demonstrated ability to work under pressure and meet deadlines.
 Familiarity with transitional and emerging democracies and post conflict environments.
 Ability to work effectively in a politically sensitive environment and exercise discretion, impartiality, diplomacy and neutrality.
 Excellent facilitation and professional training skills, with a focus on hands-on practical training;
• Excellent language and communication skills (English)
• Knowledge of Russian would be an asset.

The assignment should start in January 2010.

The mission will be performed over a period of 12 months.

The assignment will be done principally within the countries of the 6 Eastern Partnership members, namely Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. A number of man days for the preparation of the study and Fiches can also be used in the home country of the experts and some missions to Brussels are also foreseen.
