The Afghanistan Investment Support Agency (AISA), the Government of Afghanistan, has received financing (as Grant) from the World Bank toward the cost of the Private Sector Development Support Project. The project aims at improving the investment climate in Afghanistan for both foreign and domestic investors. It will support the construction of an industrial park, at Hessar-e Shahi, near Jalalabad, under the Nangarhar Province.

In addition, the project will also support establishment of an appropriate legal, regulatory and institutional framework for overall industrial park development in Afghanistan. A range of capacity building and institutional development activities will be supported in AISA. The AISA is the key implementing agency for this project.

The AISA intends to apply a part of the Grant for the services of an individual consultant to work mainly as Electrical Engineer for a period of about 24 months. This is local position, which will be recruited through competitive selection process.

Terms of Reference

The details of services required for the Electrical Engineer is stated bellow:

  1. 1. Review electrical engineering designs submitted by consultancy firms and provide comments
  2. 2. Assist Industrial Parks Development Department (IPDD) in pre bid meetings, bids opening and bids evaluation
  3. 3. Provide technical support to the IPDD in establishing, implementing and monitoring activities related to all electrical works of the park, including installation of equipment, testing of all systems and operations
  4. 4. Provide technical leadership and guidance to the contractors in the implementation of power supply systems of the park. This would include installation of power plants, connection of the park with the main grid (if available) or power plant, and construction of the distribution systems including conducting the reliability tests of equipment
  5. 5. Develop and establish an appropriate framework, working relationship and coordination mechanism among IPDD implementation contractors and the Ministry of Energy and Water to ensure reliable and economical power supply to the industrial park, and also ensure that optimal Diesel Plants are installed as a back up power supply to the industrial units
  6. 6. Monitor performance of electrical work at the site and review/prepare monthly progress report and compare this with the detailed progress schedule stipulated in the contract
  7. 7. Supervise contractors’ works, ensure quality of works done by them and analyze/write reports indicating the progress of construction, to serve as basis for making progress payments
  8. 8. Participate in meetings with regard to implementation progress, IPDD office meetings and coordination conference on contract performance to provide recommendation and address problems encountered during the execution of works
  9. 9. Supervise and participate in any test conducted by contractors and manufacturer of the supplied machinery on the factory and on areas concerning trial, load, reliability, efficiency and field tests for distribution and lighting at the site for pre- commissioning and commissioning of High and Low Voltages electrical equipment
  10. 10. Participate in any training courses conducted by contractor or manufacturer of the supplied machinery at the site for installation, operation and maintenance of equipment
  11. 11. Assist and train engineers and electricians on operation and maintenance of the power plants and all other electrical systems after Employer’s acceptance (taking over) during the Guarantee/Warranty period of equipment

Qualification requirements:

EDUCATION: The individual consultant should possess at least a . in Electrical Engineering from a reputable university/institute. WORK EXPERIENCE: Minimum ten years experience in design of electrification system of industrial park/towns/Ports etc and their installation. The individual consultant should have knowledge of Power Supply system of Afghanistan, which includes, inter-alias, generation and importation, distribution, safety and tariff and cost of electrical energy. SKILLS: Working knowledge of MS Office Package. Knowledge of Engineering Software is clearly a plus point. Capability to communicate fluently and effectively both verbally and writing. Excellent interpersonal skills, including patience, diplomacy, listening and respect for colleagues. Must be capable of working both individually and as part of a team. Capability to create a supportive working relationship among all project team members. LANGUAGES: Fluency of Dari and Pashto, and working knowledge in English both spoken and written forms.

Interested consultants must provide information indicating that they are qualified to perform the services (in addition to the educational qualifications, experience of similar assignments and in similar conditions etc. should be incorporated in the Curriculum Vitae, to be submitted along with the expression of interest).

A consultant will be selected in accordance with the procedures set out in section V of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
