Job Description

The purpose of this contract is the implementation of the Central America Regional Trade Facilitation and Border Management Activity which will contribute to the Central American countries’ broad-based economic growth by enhancing regional integration and improving trade facilitation.

The Embedded Custom Expert for Guatemala (CEG) will be based in Guatemala City, the Embedded Custom Expert for Honduras (CEH) will be based in Tegucigalpa, and the Embedded Custom Expert for El Salvador (CES) will be based in El Salvador, for this Activity Nicaragua will not have an Embedded Custom Expert.

The three Embedded Custom Experts will work with its counterparts, Country Manager and the Activity’s COP. These three individuals will be a direct link between the Customs agency and USAID implementing partner. He or She will guarantee that the actions being developed by the Activity are in line with each of the country’s strategy, being able to keep track of which activities are being developed, which need additional support and which need to be changed. He or she will advise of any policies or changes to be implemented at the border so the project activities´ can align its strategy and actions to such changes. The embedded Custom expert will directly support and coordinate with the personnel appointed by the government, the implementation and/or development of the activities, and will monitor the impact these have on reducing times to cross border and trade facilitation border related initiatives. This position will need to be negotiated with each Country´s Customs authority.


  • University Degree required from an accredited university in business administration, law, marketing, finance, international trade, international business, economics, or any studies related to trade and customs.
  • Customs agent or broker experience, minimum 5 years.
  • Proven experience in working with its correspondent country Customs Agency.
  • Record of being an ethic employee or broker.
  • Knowledgeable of trade facilitation initiatives.
  • Prior experience with competitiveness assessments, monitoring and evaluation of donor funded projects.
  • Excellent interpersonal and communication skills. Professionally proficient and fluent in written and spoken Spanish, and English preferred.
