EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will perform be performing emergency management work including managing, and coordinating with other entities, in the mitigation from international and/or unintentional crises, disasters, other humanitarian emergencies, hazards or natural and manmade/technological incidents. Typical assignments include:

  • Researching, analyzing, and resolving a broad range of issues concerning the application of any of FEMA’s enabling statues, pertinent regulations and/or general laws affecting the operation of the Federal government,
  • Developing a framework for revising the National Biological Evaluation and undertaking a national consultation on the National Flood Insurance Program (NFIP),
  • Managing and coordinating ESA Floodplain Management work with the US Fish and Wildlife Service and the National Marine Fisheries Service, FEMA regions, states, territories and the 22,400 NFIP participating communities,
  • Advising leadership on programmatic, budgetary, and policy to support issues,
  • Completing revised Biological Evaluation that re-examines whether there are NFIP actions that influence land development decisions and the potential for such actions to have adverse effects on listed species and critical habitat under the ESA. This includes an analysis of the NFIP’s effects and identifies NFIP program changes to mitigate the adverse effects as necessary to avoid jeopardy to listed species and/or critical habitat.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-13level (starting salary $106,823) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:

  • Identifying, analyzing and resolving environmental problems and issues to ensure compliance with environmental requirements such as NFIP, NEPA & ESA;
  • Performing outreach and technical assistance to reduce the impact on environmental functions on the floodplain;
  • Interpreting legislation, regulations, policies, and other guidance, to support floodplain management activities under the NFIA;
  • Recommending national program policy changes to existing program policy or legislative changes to resolve recurring problems; and
  • Serving as a technical authority on policy issues and represents the Agency at meetings and negotiations with the public and other Federal Agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
